- THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.��A solicitation document will not be issued and quotations will not be requested. Authority This acquisition is being conducted under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement. SCOPE AND BACKGROUND PKI Policy Authority requirements and require a lookback further than one year if the audit is out of cycle and the additional Key Recovery Policy audit is a separate task from the Certificate Policy document. The scope is defined as follows: 1.1 Registration Practices compliance audit to the governing certificate policy; 1.2 Key Recovery Practices compliance audit to the governing key recovery policy; 1.3 Review of documents to include dates from the last audit that was completed in FY2019 and the last year of required forms being reviewed was in 2018; therefore, the lookback period for this audit is three (3) years versus one (1) during normal audit cycles; and 1.4 Three (3) site visits to include Washington, DC (2); and Philadelphia, PA (1) The Department has acquired and implemented the Symantec Non-Federal SSP PKI for its managed PKI�solution that participates within the Federal Bridge PKI environment as part of the Department�s PIV-I card implementation. �This PKI solution is integrated with the Department�s ID Badging System to allow the ID Office to issue FIPS 201compliant PIV-I certificates at a Medium-HW level to Federal and Contractor employees. Sole Source Determination As a result, the Department�intends to negotiate on�a sole source basis, IAW Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 as implemented by FAR Subpart 13.5, with eValid8 Corporation�to conduct an annual compliance audit of the registration and key recovery practices that support the U.S. Department of Education (Education) identity management program to the governing Certificate Policy (CP) and Key Recovery Policy (KRP).�Market research has been conducted amongst GSA Schedule holders under 541519PKI.� Contractors responded that they do not offer the service with conducting IT audits and do not have any leads on potential providers.� At this time, eValid8 Corporation is�the only vendor capable of meeting the Government�s needs. See the attached SOW for details. Information for Interested Parties Interested parties that believe they could satisfy the requirements described in the SOW�may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. All responses to this notice of intent must�received no later than September 10, 2021 at 11:00 AM�Eastern Time.
