Description
The National Institute of Standards and Technology (NIST), Biomaterials Group located in Gaithersburg, MD is working on developing metrology for imaging fluorescently labeled tissues with low intensity, quantum entangled light. As part of this work, the government requires a megapixel camera capable of resolving number of photons detected at each pixel at a rate of up to multiple image frames per second. A PC interface card enables communication between the camera and a computer, and a software development kit (SDK) enables camera control through LabView. NIST intends to issue a firm fixed priced purchase order on a sole source basis to the following source: Hamamatsu Corporation located in Bridgewater, NJ 08807 The proposed award is being issued in accordance with FAR Part 13.106 under simplified acquisition procedures and conducted under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. �The associated North American Industry Classification System (NAICS) Code is 333314 � Optical Instrument and Lens Manufacturing, small business size standard is 500 employees. Justification Single photon counters are used primarily in telecommunications, low-light imaging and quantum information studies. For the present application, the government requires a photon number resolving quantitative camera, that is a camera that is capable of enumerating the number of detected photons. Additionally, the government requires an appropriate library or software development kit (SDK) for controlling and acquiring images/video from the camera with LabView. The relevant camera performance criteria are the quantum efficiencies at 500 nm through 900 nm, the frame rate at maximum resolution in photon-counting mode and standard mode, the number of pixels, the dark count rate, and the dynamic range of the photon enumeration. The SDK and frame grabber need be compatible with Windows 10 PCs (64-bit) running Labview 2020 (64-bit) or newer.� THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES However, it is a market research tool being used to determine the availability and adequacy of potential sources.� A determination by the Government not to compete this requirement based on responses to this notice is solely at the discretion of the Government.� Interested offerors who believe they can provide the aforementioned item are invited to submit substantiating documentation in writing. The government will consider all responsible sources received by the due date.� Written responses must contain sufficient documentation to establish a bona-fide capability to fulfill the requirement.� If no written responses are received, a purchase order will be issued without further notice.�
