- Description
- In accordance with 10 U.S. Code � 2371b, an Other Transaction Agreement (OTA) has been awarded on 13 September 2021�under the Training and Readiness Accelerator (TReX) Consortium for the Defense Health Agency (DHA) Virtual Education Center (VEC) prototype project. A Request for Solutions for this effort was issued through TReX on 22 April 2021, which resulted in the submittal of 11 total responses. Four (4) vendors were selected to provide demonstrations. As a result, the prototype project was awarded to NetImpact Strategies, Inc. located in Falls Church, VA. The total value of this prototype project, if all phases and options are exercised, is $21,851,130.00. DHA VEC covers the design, development, delivery, and technical and management support services for the Virtual Education Center (VEC). The VEC platform shall become the new �source of truth� providing for automation of validated patient focused education and resources. The VEC prototype shall provide a platform for the Defense Health Agency (DHA) Deputy Assistant Director (DAD) of Education and Training (E&T) that: a.�������� Enables providers, patients, and family members across the MHS access to a virtual environment for provider and beneficiary collaboration in a secure setting. b.�������� Promotes wellness, increases access to care and patient education, and guides patients to events, Military Treatment Facility (MTF) resources, and all vital information. c.�������� Consolidates/standardizes all patient and clinical education across the DHA leading to increased access with validated content for all military branches. d.�������� Provides management of consolidated education material for patient education to include, but not limited to, written, audio, video, visual, and supportive avatar interactive capability. Upon successful completion of this prototype effort, the Government anticipates that a follow-on production effort may be awarded via either contract or transaction, without the use of competitive procedures if the participants in this transaction successfully complete the prototype project as awarded. The Government defines success as the vendor(s) successfully completing DHA VEC Note: Should the selected vendor fail to demonstrate progress or be unsuccessful in the accomplishment of the goals of this prototyping effort, the Government reserves the right to return to the results of this competition and award additional Other Transaction Agreements to one or more of the vendors that responded to the initial Request for Solutions, as appropriate within the scope and evaluated results of the competition.
