- This is a Sources Sought Notice. (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although ""proposal,"" ""offeror,"" contractor, and ""offeror"" may be used in this Sources Sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as ""proprietary"" or ""confidential,"" intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office in Cheektowaga, NY for the purpose of collecting information about Web-based Patient Education Video Resource Subscription. The VA is seeking to provide for this requirement within 30 days of the award of the contract. The NAICS code identified for this requirement is 519130 - Internet Publishing and Broadcasting and Web Search Portals. The requirement is detailed in the Statement of Work section of this document. (e) Cursory market research has not identified small businesses that may be able to provide for this requirement. Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Lynn Krakowiak at Lynn.Krakowiak@va.gov. Phone calls will not be accepted. - Part of the purpose of this Sources Sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. This information will be used to determine the viability of a set aside for this requirement. - Contractors shall also identify any Federal Supply Schedules that may carry the desired services. - Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP. - Contractors shall include any relevant comments about the Attachment(s) if applicable. Statement of Work Web-based Patient Education Video Resource Subscription Introduction: This resource aligns with Veterans Health Education and Information Core Program Requirements to support the goals of the national Veterans Health Education and Information (VHEI) program and deliver Veteran-centered health education resources to be made available throughout our James J. Peters VA Medical Center, 130 West Kingsbridge Road, Bronx, NY 10468 325 operating bed facility and all affiliated community-based outpatient clinics (CBOCs). Performance period of 12/1/2021-11/30/2022 with the provision of four (4) option years. This patient education online resource shall be a patient education state of the art system that allows clinicians and staff access to comprehensive patient education in both English and Spanish language for a multitude of inpatient and outpatient diagnoses and conditions. Patient education material that is purchased should be unique and not found readily available on other free patient/consumer health websites like WebMD or the Veterans Health Library https://www.veteranshealthlibrary.va.gov which would be a duplication of resources even if not all found together on the same platform. The patient education resources being requested will support our Women s Health, our Kidney Dialysis Department in addition to many Multi-Disciplinary departments throughout the Medical Center providing video libraries which include videos in these areas: Ambulatory Care Cardiology Diabetes Gastroenterology Medications Mental & Emotional Health Neurology Oncology Orthopedics Palliative and Advanced Care Planning Pulmonology Quality of Care Wellness Women s Health (Gynecological & Common conditions) Prenatal and Maternity (Pregnancy, Newborn and Postpartum care) Nephrology (Kidney functions & Diseases) This resource will provide Education specific to the patient s relevant health care needs in these areas and will be delivered in an online mostly Video format along with some Document format education sheets in understandable elementary language and/or readability to the patient and family. Description: Patient Specific Access is via a secure internet website/passcode or QR code -- that can be scanned with a QR app or read using a smart device s camera. Patient can obtain QR code from facility wide marketing materials including but not limited to posters, flyers, bookmarks, and prescription tear offs provided by providers. Patient can be provided the website and passcode via MyHealtheVet Secure messages or over VVC (Virtual Video Connect) telehealth sessions Format is mostly video in nature with some pdf documents Offers questions at the end of the videos to determine comprehension of information provided Available 24/7 from patient s personal devices or VA telehealth iPads with IT s permission Staff Specific Provides a Joint Commission cross walk report with videos in this package and Joint Commission requirements for patient education and training New Joint Commission standards address rising maternal mortality in the US | The Joint Commission Provide reliable, researched-based health resources based on national guidelines to providers for our patients to use in a Web based format Provides user-friendly interface that is easy to implement into workflow and to share with patients Provide on demand and current information to our patients that are discharged from the Emergency Department or ambulatory clinics. Provide quick and easy access to providers for patient education at the point of care Provides advance account management features to help standardize education across the Organization through specific QR codes for the specific video playlists for Department specific subject areas Automatically updates content in the cloud to reflect changes in practice guidelines Provide quarterly updates for downloading FTP files for use on our TV Channels Provide the ability to Brand all patient education portal pages with the facility s logo Provide marketing material in the form of high-quality colored flyers, posters, bookmarks, prescription pads of unlimited quantity as needed for our facility with specific QR codes, website, and passcode Delivery of marketing material is two weeks from ordering date Technical support from the vendor at a toll-free number will be made available for staff to contact when finding the website, the passcode or a QR code does not work. Expected response time will be no more than 24 hours 24/7 Training provided by Vendor as requested by facility needs System Requirements: Ability to integrate / be used with CERNER when the VA moves to that platform in the future Most of this resource will consist of patient education videos (meeting 508 compliant regulatory standards ex. transcripts and Closed Caption available) along with patient education sheets in easy readability levels (elementary grade level) understandable to patient and family. It will offer various formats (Video and pdf) through smart devices (both VA specific and personal), computers, TV channels and screens in clinic and patient room areas, printing available as a PDF where applicable. Contractor shall put together the patient education resources playlist Analytic reports sent monthly by the company for evaluation of usage including downtime due to technical issues serving for continual process improvement strategies to support VHA s commitment as a High Reliability Organization. Patient education resource requires a working internet connection as well as current IP address for complete access to the resource so that the resource is available from any workstation on the JJP intranet without needing a passcode Website is Passcode protected for accessing remotely unless using a QR code to access The product page will remain compliant with the VA TRM (Technical Reference Model) home page Home Page (va.gov) to not be blocked from our VA intranet web pages. Contractor shall maintain legal authority to authorize access and via IP address. Contactor will be required to provide online electronic resource database delivery through the Internet at a website available 24 hours per day, seven days per week with unlimited concurrent user access Downtime or interruption of service should be kept to a minimal. Restoration of service shall be made within 4 hours from the time of notifications. Contractor shall provide the servicing office (i.e. Education/Library Service) with administrative support contact information for reporting discrepancies and /or HTTP: errors that prevent JJP VAMC medical personnel from accessing the online resource database. Changes - to assets (video titles or pdf titles) will made available monthly in report format detailing titles that have been removed, updated with new material, or edited with some explanation Maintenance issues when required, will be posted from the website by the Vendor with 24 hours advanced notice The C&A requirements do not apply, and that a Security Accreditation Package is not required for this PROCUREMENT Package. Privacy Officer: There will not be any Patient Health Information (PHI) entered, retrieved, or having the capability of accessing patient information with the use of the online searchable database Location(s): James J.
