- Sources Sought Notice 22MPRO0078 Cultural Resource Services Support San Joaquin River Restoration Program (SJRRP) The U.S. Bureau of Reclamation (BOR), Interior Region 10, California-Great Basin, Division of Acquisitions, Supply and Services Branch, Sacramento CA is seeking interested vendors to provide services that include environmental compliance and permitting for archaeology investigations, cultural resources records reviews, field surveys, geoarchaeological investigations, documentation, reporting, Historic Property Treatment Plans, Discovery Plans, Monitoring Plans, Data Recovery Plans, Agreement Documents, and other cultural resources related documents related to compliance with Section 106 in support of the San Joaquin River Restoration Program. The services described above require compliance with Title 54 United States Code (U.S.C.) � 306108, commonly known as Section 106 of the National Historic Preservation Act of 1966, as amended (Section 106; NHPA), and its implementing regulations found at 36 Code of Federal Regulations (CFR) Part 800, as the proposed projects and project actions will encroach on Federal property and use Federal funds. Section 106 requires that a Federal agency take into account the effects of the agency�s undertakings (or projects) on National Register of Historic Places (National Register) listed or eligible historic properties and to coordinate compliance efforts. The Section 106 process seeks to accommodate historic preservation concerns with the needs of Federal undertakings through consultation with agency officials and other parties with an interest in the effects of an undertaking on historic properties, commencing at the early stages of project planning. The goal of consultation is to identify historic properties potentially affected by the undertaking, assess its effects and seek ways to avoid, minimize, or mitigate any adverse effects on historic properties (36 CFR � 800.1[a]). Additional details regarding the required efforts are provided in the attached draft Performance Work Statement. Notice number 22MPRO0078 has been assigned for this requirement and should be referenced on all correspondence regarding this announcement. Firms which can provide these services must submit a written notice to the Contracting Office and must provide evidence in sufficient detail that demonstrates the respondent�s ability to meet the stated requirement. Firms shall state previous experience of the same or similar scope, capability level (as a prime or subcontractor), personnel qualifications, and so forth. Respondents are encouraged to identify suitable contract type, appropriate pricing arrangement, etc. for this requirement. Responses shall include the firm�s Dun and Bradstreet number and Tax Identification Number. Firms shall identify their business size (small, other than small, etc.) in accordance with size standard $16.5M. for NAICS code 541620 (Environmental Consulting Services). Please note that any prospective offeror must be registered in the System for Award Management (SAM) at www.sam.gov in accordance with FAR Subpart 4.11.
