- Intent to Award Sole Source Modification:� CONUS Laboratory Services In accordance with FAR 6.302-1(d) and FAR 5.201, the Defense Logistics Agency (DLA) Energy, Bulk Petroleum Supply Chain Services, Alongside Aircraft Refueling/Lab Testing Branch (FESDB) is posting this intent to award sole source notification. �FESDB is considering award of a sole source fixed-price modification to Intertek USA, Inc. for laboratory testing services in various locations in the Continental United States (CONUS) and the anticipated period of performance is two (2) months (15 October 2021 through 14 December 2021).� All interested, responsible sources may submit a capability statement in writing to latasha.johnson@dla.mil which shall be considered by the agency.� Capability statements shall not exceed 5 pages and must include information sufficient to enable the Government to make a determination that an equivalent service exists which would meet the Government's needs as stated herein. Any information submitted in response to this notice is voluntary. The Government will not pay for any information submitted in response to this notice. Responses to this notice must be submitted by 3pm local Ft. Belvoir, VA time on October 6, 2021. Contractor responsibilities include providing sampling and/or laboratory testing of Government own-petroleum products in accordance with military standards and specific ASTM specifications.� Additional responsibilities include packaging and transporting all petroleum samples from job site to the laboratory in accordance with state and federal regulations.� The contractor must be able to provide services to various locations within the United States listed as follows: Montgomery, AL Macon, GA Lockhart, MS Moundville, AL Bremen, GA Selma, NC1 Carson, CA Columbus, GA Jacksonville, NJ7 Colton, CA2 Chicago, IL Alamogordo, NM Moffett Field, CA Baton Rouge, LA Houston, TX Selby, CA Ludlow, MA Salt Lake City, UT Port Mahon, DE Boston, MA NY Harbor Area Port Everglades, FL Key West, FL Tampa, FL Portland, ME Anacostia, MD Baltimore, MD Rapid City, SD Norfolk, VA Craney Island, VA Yorktown, VA NAS Lemoore, CA NAS Point Loma, CA Andrews AFB, MD Puget Sound, WA Jacksonville, FL McClellan Park, CA Jacksonville, AR Charleston, SC Las Vegas, NV New Haven, CT Helena, AL Coraopolis, PA � The contractor�s facilities must be located in the United States and able to meet required turnaround times for testing. Contractors must be capable of transporting samples to their own facilities and producing test results IAW MIL STD � 3004 and other specified test methods within 8 to 48 hours, depending on the type of test and location.
