Description
REQUEST FOR INFORMATION / SOURCES SOUGHT INQUIRY The Department of Veterans Affairs Network Contracting Office (NCO) 19, Rocky Mountain Acquisition Center (RMAC) is seeking information and sources that can provide Industrial Hygiene Equipment Calibration services at the Rocky Mountain Regional VA Medical Center in Aurora, Colorado. The NAICS code is 811219 Other Electronic and Precision Equipment Repair and Maintenance and small business size standard is $22 Million. The information submitted shall contain the company s business size status. This is a request for information and sources only, which may or may not lead to a future solicitation! This is not a solicitation. The VA will not pay for any information received resulting from this sources sought notice. Requests for copies of a solicitation shall not be honored or acknowledged. Information should be forwarded to the Contracting Specialist. Any questions should be addressed to the Contracting Specialist, in writing, at the email address provided. Because this is a request for information only, answers to questions will not be posted. The capability statement shall include a point of contact, complete mailing address, telephone number, email address and state the company s business size status. The deadline for this information is 1500 Mountain Time, October 12, 2021. STATEMENT OF WORK (DRAFT) SECTION 1 - GENERAL: 1.1 This contract shall provide performance testing, calibration and repair of industrial hygiene equipment. 1.2 Background: This is for annual traceable performance testing and calibration of equipment used for industrial hygiene assessments in accordance with the National Institute of Standards and Technology (NIST). 1.3 Objective: Contractor shall test and calibrate equipment listed in the inventory table below. SECTION 2 - REQUESTED SERVICES: 1.1. Contractor shall conduct performance testing, calibration and repair of the equipment listed. This service shall be coordinated with the Point of Contact (POC). Calibration and measurement standards used in the testing shall meet original equipment manufacturer s testing documentation. It shall also be traceable to the National Institute of Standards and Technology (NIST); ISO/IEC 17011:2004 Conformity Assessment - General Requirements for Accreditation Bodies Accrediting Conformity Assessment Bodies; and ISO/IEC 17025:2005 - General Requirements for the Competence of Testing and Calibration Laboratories. 1.2. Contractor shall contact POC for scheduling of the calibration and availability of the equipment for the work. For each piece of equipment to be calibrated, the Contractor shall provide an estimated return date for the equipment with complete repairs. If any shipping, handling and insurance are needed, the POC shall be informed 7 days in advance if the total for any piece of equipment might be more than $250. This work can generally be accomplished on site, but must be coordinated with the POC at least 14 days in advance since parking space is very limited. Overnight or extended periods of parking on the VA campus are not allowed for security reasons. 1.3. Contractor shall provide an individual calibration certificate for each item of equipment. This certificate shall include the following information: a. VA EE number of the equipment being tested. b. VA MX number of the equipment being tested c. Manufacturer s serial number for the equipment being tested. d. Model of the equipment being tested. e. Manufacturer of the equipment being tested. f. Description of the equipment being tested (i.e., oscilloscope, electrical safety analyzer, etc.) g. Testing interval. h. Test date. i. Next test due date. j. ""As received"" and ""As returned"" status of the equipment being tested (e.g. was equipment tolerance, or not, when received for testing and was equipment in tolerance, or not, when returned). k. Calibration results data. l. Identification of the device used to test equipment. m. Statement of traceability, to include the tolerance range for test equipment, to the national or international standard used in the testing and calibration of the equipment. The national or international standard will be specified on the certificate. The results shall be viewable by the POC. n. Reference to the testing procedure used. o. Contractor identification information including company name, address, phone number and name of specific representative completing performance testing and calibration service. 1.4. The performance testing and calibration service is not considered complete until all calibration certificates are received by POC. Payment shall not be made until the service is complete, and the equipment is received by the POC. For any new equipment not already listed herein, the Contractor shall contact the Contracting Officer for disposition prior to performing any work. If any test or measuring equipment cannot be tested or calibrated due to failure, or malfunction, immediately notify the POC.
