Description
The purpose of this solicitation amendment is to provide agency feedback to industry questions and to include clause to the solicitation. Clause 52.219-4 is hereby added by reference to this solicitation under 52.212-5 52.219-4, Notice of Price Evaluation Preference for HUBZone Small Business Concerns (SEP 2021) (if the offeror elects to waive the preference, it shall so indicate in its offer) (15 U.S.C. 657a). 1. Who is the current pest provider, what was the previously awarded Solicitation number, date awarded and awarded value? Identified in Solicitation Amendment #1 2. How many after-hours service/emergency requests at each site has there been in the past 12 months, is that number different than prior to the pandemic (i.e 2018-2019)?                 Estimated 50 after-hours service in the past 12 months for the main hospital.  It is similar to the years prior to the pandemic.  The other sites (CBOCs) close at normal business hours so they request the latest time during normal business hours. 3. The RFQ requires an a la-carte or list of billable services to include separate locations, this creates a sizable amount of billable line items, would the CO/Facility/COR consider an all inclusive monthly amount regardless of how many calls or types of services/locations on one (1) LIN for base plus one (1) LIN for each option year?                 Would like to keep the list of billable services due to one CLIN doesn t show where funding is being allocated. In addition, multiple CLINS provide the vendor less risk than an all-inclusive contract due to unknown events transpiring. 4. What are the current service days and hours that the pest control provider is required to be at the facilities?                 Every other Thursday for general maintenance 5. What is the current number of bed bug service requests at each site for the previous 12 months, is that number different than prior to the pandemic (i.e 2018-2019)? Data below is total for all VAMC, Domiciliary, and CBOC s FY19 344 FY20 253 FY-21 (as of 9/2021) - 232 6. Has the scope of service changed from this solicitation compared to that of the last awarded contract? If so what changed? Scope of Service has not changed compared to previous awarded (current) contract. 7. How many rodent stations and fly light stations are in place currently. There are 9 fly light stations and 14 rodent stations (tin cats) 8. Could the 2 hr emergency response time be negotiated to 3 hrs.                 No, per the VHA directive 1850.02 for Pest Control Operations
