- DEPARTMENT OF VETERANS AFFAIRS Veterans Health Administration Program Contracting Activity Central (PCAC) 212 3rd Avenue, Suite 29 Minneapolis, MN 55401 Page 8 of 8 The Department of Veterans Affairs is seeking interested sources for the requirement entitled: MIDCON CUSTOM STERILE PROCEDURE PACKS PROGRAM This is a Sources Sought announcement only this is not a Request for Proposal. The purpose of this notice is to conduct market research and obtain information from qualified contractors with special interest. No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government has established an ongoing requirement for the provision of Custom Sterile Procedure Packs and associated services. The Government would like to invite Industry to participate in Custom Sterile Procedure Pack Informational One-on One Meetings scheduled November 1, 2021 and November 2, 2021 between the times of 9:00am CST and 4:30pm CST. These meetings will be held virtually via Microsoft Teams. Interested Parties, who choose to participate in these meetings, will receive a Microsoft Teams invite with an assigned date and time. Each session will include a sixty-minute presentation addressing the questions below, followed by a thirty-minute question/answer session. In accordance with Federal Acquisition Regulation (FAR) 15.201(c), one-on-one meetings are for market research purposes and will assist the Government in identifying and resolving concerns regarding the acquisition strategy, the feasibility of the requirement, and identifying industry standards. These exchanges will assist the Government in determining the acquisition strategy, create increased efficiency in solicitation and proposal preparation processes, as well as enhance the Government s ability to obtain quality custom sterile procedure packs and associated services. PCAC Strategic Sourcing is seeking potential business sources capable of providing Custom Sterile Procedure Packs for participating medical centers located in VISNs 6, 9,10,12,15,16, and 23 (SEE ATTACHMENT ONE: FACILITY LOCATIONS). Potential contractor(s) will provide custom sterile procedure packs for an estimated 57 facilities and will be responsible for providing all labor, materials, transportation, equipment, quality assurance and supervision in compliance with federal, state and local regulations. The North American Industry Classification System (NAICS) code associated with this request for information is: 339113-Surgical Appliance and Supplies, which has a business size standard of 750 Employees. Interested contractors are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System for Award Management (SAM) database prior to award of a contract. Any additional information that may be helpful for the Government. DELIVERY: What is industry standard for delivery? Process for emergencies. Process for standard delivery. How have you managed delivery in dispersed and rural regions? FILL RATE: What is the industry fill rate standard? PACKAGING, MANUFACTURING AND STERILIZATION: What is industry standard on manufacturing? What is industry standard on sterilization? What is your roll / responsibility if you are not the manufacturer? How do you control the packs if you are not the manufacturer? Explain what you are providing if you are not the manufacturer. LATEX: The VA wants to be latex free. Do you have any questions or concerns about this? QUALITY ASSURANCE: Do you have certifications from state, local and or federal agencies documenting the safety procedures and sanitary conditions? If so, how often are the certificates renewed and is this information made public? Explain quality plans and checks for the production process, testing sterilization, packaging, labeling, safety, and delivery standards in the manufacturing of the custom packs. What is your process when quality issues arise? PACK AND PACK CHANGES: Upon receiving an approved and signed Bill of Materials (BOM), how long does it take to: Manufacture the pack? Process a change of the pack? Steps for processing a change? What is your process for back-orders, such as plastic shortages, recalls, TAA/BAA compliance, and COVID-19 issues? RECALL PRODUCTS: What is your process in managing recalls? ELECTRONIC COMMUNICATION AND ORDERING: Share your current ordering capabilities, EDI, web, etc. that you would be able to supply now. We would like to see a demonstration of your web base system during this one-on-one meeting. What is your cut off time for daily orders to be processed that day? Are facilities able to order Monday through Friday? REPORTING: What type of billing, production, compliance reports do you provide? How often? What does industry normally supply for reporting? CONTINGENCY PLAN: Contingency plans you currently have in place (supplies issues, manufacturing, etc.). TRANSITION PLAN: With an estimated 57 facilities within seven VISNs, what would be your approximate transition timeline? ISSUES: How do you handle issues with facilities?
