Description

The U.S. Department of Homeland Security (DHS), Office of Procurement Operations (OPO) issues this Request for Information (RFI) on behalf of the DHS Science and Technology Directorate (S&T), Office of Science and Engineering (OSE). This RFI is issued solely for market research, information, and planning purposes; it does not constitute a Request for Proposal (RFP) or any commitment or intent to issue an RFP. This RFI does not commit DHS to contract for any supply or service. DHS is not seeking proposals at this time. Respondents are advised that DHS will not pay any costs incurred in responding to this RFI. All costs associated with responding to this RFI will be solely at the interested party�s expense. Not responding to this RFI does not preclude participation in any future RFP if one is issued. The information provided in this RFI is subject to change and is not binding on DHS. DHS is conducting market research to determine if there are vendors capable of providing dedicated engineering, strategic analysis, standards work, stakeholder engagement, test and evaluation, project management, and risk mitigation in a number of areas including Project 25, spectrum management, Next Generation 911, and computer-aided dispatch to ensure interoperability and compatibility. S&T focuses its efforts on interoperable communications issues for the local, state, tribal, and Federal practitioner communities. S&T is responsible for establishing a comprehensive research, development, testing, and evaluation program for improving interoperable emergency communications. Among its responsibilities, S&T identifies interoperable communications requirements; supports and promotes the ability of emergency responders to communicate; conducts pilot projects to test and demonstrate technologies; and, establishes national voluntary consensus standards for interoperable emergency communications.
