Description
PURPOSE OF THIS ANNOUNCEMENT: This announcement constitutes a Pre-Solicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a Solicitation. No response is requested at this time. A formal Solicitation will follow this announcement with full details, including a response deadline, the complete Price Proposal Schedule(s), the Performance Work Statements (PWSs), Instructions to Offerors, and the Evaluation Factors/Basis for Award(s). The formal Solicitation is expected to occur on or around 15 days after the posting of this Pre-Solicitation notice, but interested vendors are responsible for monitoring SAM.gov for the posting of the Solicitation. OFFERORS ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENT. *DRAFT PWSs AND DRAFT LISTS OF SITES/SITE VISIT SCHEDULES ARE POSTED to this PRE-SOLICITATION ANNOUNCEMENT. SEE ATTACHED* PLANNED SOLICITATION: The US Army Corps of Engineers, Charleston District intends to issue a Solicitation (Request for Proposals (RFP)) via SAM.gov. Proposals will be due no less than 30 days from the solicitation posting date. The Solicitation and any subsequent Amendments will be posted to SAM.gov. The Solicitation documents will only be made available in electronic format, downloadable from SAM.gov. No digitized (e.g. CD-ROM) or hardcopy documents will be distributed. Interested parties must be registered on SAM.gov and the System for Award Management (SAM) in order to view or download the Solicitation documents. It is the responsibility of the interested parties to appropriately register for SAM.gov & SAM and to monitor the site for Notices, Amendments, etc. Prospective Offerors are advised that in order to be eligible for award of the contract(s) resulting from the Solicitation, they must possess an active SAM registration, to include satisfactory completion of the applicable online representations and certifications. TOTAL SMALL BUSINESS SET-ASIDE: This acquisition will be a 100% Total Small Business Set Aside pursuant to FAR 6.203 & FAR 19.502-2. The NAICS Code selected for this acquisition is 561210, which has a size standard of $41.5 million average annual revenue. PLANNED CONTRACT INFORMATION: The intent is to award two individual (single) Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contracts as a result of this planned solicitation. One contract will be awarded for Region A and one contract will be awarded for Region F. Offerors will be able to propose on one or both 81st RD Regions (Region A and/or Region F). Be advised one Offeror could receive more than one award under this planned solicitation. The planned duration for each contract is one 12-Month Base Period and four 12-Month Optional Periods, plus one 6 Month Option to extend services for a potential total of 66 Months of services. INFORMATION ABOUT THE SERVICES TO BE PROCURED: The intention of the solicitation will be to obtain Base Operation Support Services in the form of Facility Investment and Preventative Maintenance at multiple sites throughout Louisiana and Mississippi for Region A, and North Carolina and South Carolina for Region F. The Contractor must furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide these services. Full details will be provided in the Performance Work Statements for each region, which will be posted with the solicitation. The places of performance will be at the installations listed in the attached DRAFT LISTS OF SITES/SITE VISIT SCHEDULES, one attached for each region. IMPORTANT: The Government is seeking one prime contractor to manage the performance of these services at all the tentatively identified locations for Region A and one prime contractor to manage the performance of these services at all the tentatively identified locations for Region F. *FOR EACH 81st RD REGION (A and F), A DRAFT PWS AND DRAFT LIST OF SITES/SITE VISIT SCHEDULE ARE POSTED to this PRE-SOLICITATION ANNOUNCEMENT. SEE ATTACHED* PLACES OF PERFORMANCE / LIST OF SITES: A tentative list of sites is attached for planning purposes. INFORMATION ABOUT THE SITE VISITS: A meeting is tentatively planned for November 29, 2021 to discuss this planned solicitation as a whole. This meeting will be available both in-person and via WebEx/phone (see below and the attached draft Site Visit Schedules for meeting location/access information). This meeting will be held in a hybrid format, with a portion of the presentation provided from remote locations, a portion of the presentation taking place from the Region A meeting site, and a portion of the presentation taking place from the Region F meeting site. Site visits for the respective 81st RD Regions will begin November 29, 2021 (see additional details attached). The initial site visits will not tour all locations in each Region, but are expected to be indicative of the types of services required at all locations. Prospective Offerors are expected to attend the site visits in addition to the initial meeting. The schedule is arranged to allow for all sites to be visited with a minimum of teams. Visits to all site locations are strongly encouraged pursuant to FAR 52.237-1. This will allow Prospective Offerors the best opportunity to fully understand the scope of these required services and to anticipate the related costs in order to provide the best possible value to the Government. Other than the initial site visits, all site visits for additional locations shall be scheduled during the open hours shown on the Site Visit Schedules that will be posted with the formal Solicitation.
