Description
This is a Notice of Intent, not a request for quote.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Formulatrix, Inc., 10 DeAngelo Drive, Bedford, MA� 01730-2204. The Structural Biology Section (SBS) at the Vaccine Research Center (VRC )uses the Rock Imager system (inclusive of the site-wide software, Rock Imager with barcode printer, NT8 and plate copy, and the Formulator) for the efficient, custom design of protein crystallization experiments.� This site-wide software, and devices with their own software, work together to form a robotic system.� Maintenance of the hardware and controlling software are required for efficient functioning of the system.� The VRC is developing vaccines for HIV-1 1, Ebola,� and other viruses.� Production of various wild type and mutant viral proteins and anti-viral antibodies is critical in vaccine development.� Making different mutations of viral proteins and expression antibodies against such proteins is critical for vaccine development. Viral proteins, as well as viral-like particles and associated antibodies will be expressed in cell lines.� Proteins so made will be used in crystallography for structural analysis and will be used in animal models for immunogenicity evaluations. The SBS�s current requirements are for the following: 1)����������� Rock Imager 182 robotic system maintenance and system software maintenance agreement to ensure that the system is performing within its normal scope of operations via remote monitoring/support; includes shipping and travel coverage.�� POP:� 1/1/22 to 12/31/22� 2)����������� Maintenance of the integration of the NT8 system with the Rock Maker software to enable the designed crystallization matrix is properly dispensed by the Matrix Maker via remote monitoring/support; includes shipping and travel coverage.� POP:� 2/6/22 to 12/31/22 3)����������� Software maintenance and support on the Formulator-0147.� POP 1/1/22 to 12/31/22.� 4)����������� Site-wide maintenance contract of the Rock Maker (by Formulatrix) proprietary software to ensure it is performing within its normal scope of operations via remote monitoring/support.� Unlimited installs and unlimited simultaneous users. POP:� 4/30/22 to 12/31/22. Due to the proprietary nature of the Formulatrix software, only Formulatrix is capable of performing the required software maintenance, provide technical support, and provide upgrades to the site-wide, and instrument, software. The advanced-age robotic instrumentation can only be maintained by Formulatrix to ensure the software and instrumentation function properly as a system. In addition, several of the instruments are of an advanced age and at the end of useful life. Formulatrix has stated they will not support these instruments beyond 12/31/22. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (e) (2) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR QUOTE.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2099110) to Pamela Ingalls, by 3:00 pm eastern standard time Friday, November 5, 2021.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
