The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.� Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Civilian Security, Democracy, and Human Rights and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.� INL�s program in Panama focuses on supporting the Panamanian government�s institutional reforms and strengthening professional capacities in the police and criminal justice sector. �The INL Section in U.S. Embassy Panama City manages programs funded through the International Narcotics Control and Law Enforcement (INCLE) account and destined for Panama. INCLE-funded assistance complements the Panamanian government�s counter-narcotic activities designed to deter, detect, and disrupt transnational organized crime groups in Panama and throughout the region. �It also complements the Panamanian government�s investment in promoting rule of law; providing for citizen security; and reforming state institutions to foster greater transparency, responsiveness, and respect for human rights. �The goal of this program is to improve and institutionalize Panamanian interdiction capabilities through targeted, sustainable projects. The Law Enforcement Program Manager will advise and assist INL and U.S. Embassy Panama City in their efforts to help Panama interdict narcotics and criminal trafficking groups across multiple INL Panama supported programs including maritime and land interdiction, customs and immigration reform, and corrections security enhancement and reform. �Besides managing training, mentoring, technical assistance, and procurements to support Panamanian civilian security forces and judicial authorities, the Law Enforcement Program Manager will also liaise with USG agency implementers in the other INL program areas as they relate to the professionalization, training, and operations of law enforcement personnel. �The Law Enforcement Program Manager will play a key role in shaping future program design and engagement strategies with the Panamanian government. � � The Law Enforcement Program Manager will provide expertise in a wide variety of settings, including internal U.S. embassy and multi-national meetings, to assist the Panamanian government in reaching common goals and objectives. �The incumbent will assist in a variety of areas, to include coordinating policy and program development with the Interagency and international community. �The Law Enforcement Program Manager will meet frequently with members of other U.S. government agencies, non- governmental organizations (NGOs), and relevant international organizations for the purpose of gathering and disseminating information pertinent to interdiction/police development and USG priorities and activities. DUTIES AND RESPONSIBILITIES Under the direct supervision of the INL Panama Director or his/her designee, the Law Enforcement Program Manager will perform the following duties: 1.�� �Assess Panamanian government, civil society, and private-sector capabilities to respond to civilian security and law enforcement challenges and make recommendations on effective strategies. Identify Panamanian government training needs and relevant courses in Latin America or the United States, in the private sector or through third-country governments. 2.�� �Draft, review, and make recommendations on program proposals, implementing agreements, policies, and initiatives that will support Panamanian civilian security. Develop an assistance plan promoting effective policies and procedures to advance U.S. interests. Work with the Panamanian government on action plans to address capacity deficits that prevent the government from effectively addressing U.S. policy priorities, ensuring that plans are sufficiently comprehensive to cover all aspects of citizen security. Contribute to the development of an overall, strategic INL-Panama program.� 3.�� �Establish collaborative partnerships and ensure all programming is appropriately coordinated with all levels of GOP officials, civil society representatives, and international community donors as well as with INL and USG interagency colleagues to help INL and the GOP accomplish identified goals and objectives. Participate in senior-level meetings, briefings, seminars, conferences, and exercises to facilitate exchanges of information and law-enforcement best practices and maintain robust communication within INL and with other professionals working on law enforcement and counter-narcotic assistance in Panama. Assist the INL Director on high-level coordination and strategic-planning meetings with Panamanian authorities. 4.�� �Under the direction of the INL director and deputy director, manage INL programs, in the areas of institutional capacity and organizational reform, counternarcotics, maritime interdiction, border security, community policing, and gender-based violence. These efforts include project execution from the study period and program design through acquisition and implementation, including planning, scheduling, budgeting, monitoring, and coordination among vendors, contractors, and Panamanian government officials. Ensure all programming complies with all U.S. Government legal requirements; meets and derives from both U.S. and Panamanian policy objectives; and is in line with relevant Letters of Agreement, the INL Functional Bureau Strategy, and the Mission Panama Integrated Country Strategy. 5.�� �Directly supervise locally engaged staff members and oversee/manage the work of three (3) third-party contractors operating under his or her purview. 6.�� �Prepare and administer annual budgets for the projects in his/her portfolio, ensuring all allotted funds are spent prior to their cancellation, in accordance with Federal law and Department of State regulations and in the most effective and efficient manner to accomplish the goals of the Mission Panama Integrated Country Strategy and the INL Functional Bureau Strategy. Ensure USG-provided commodities are effectively used and that no fraud, waste, abuse, or other mismanagement occurs. 7.�� �Manage all necessary logistics to facilitate implementation of INL programs, including coordination with INL advisors and other USG agency representatives. Provide appropriate assistance (e.g., draft bid solicitations, scopes of work, sole-source justifications, and source-origin waivers) in procurement actions for commodities, technical services, and training; and coordinate the delivery and acceptance of items procured. 8.�� �Develop and track performance evaluation measures�including program milestones, output measures, and outcome measures�and performance monitoring and evaluation plans for all programs in his or her portfolio. Participate in or lead assessments of programs, agencies, and institutions in Panama. Assess the impact of ongoing programs, brief INL and interagency leaders on those assessments, and propose and implement remedial actions. 9.�� �Draft reports and provide oral updates on development and implementation of programs, including challenges and recommended solutions, for INL leaders in Panama and Washington and the Embassy Panama Executive Office and interagency. Written reports that may be required include weekly, monthly, and annual status reports on projects in their portfolio; monthly evaluations of contractor performance; special reports; and a �Completion on Assignment Report,� which shall be a comprehensive review of the projects in which the Program Manager was involved. Write policy and advocacy papers and reporting cables. Prepare background materials for Embassy and INL leaders to use in speeches, briefings, and testimonies.� 10.�� �Provide INL leaders policy and trend analysis and program guidance on law enforcement aspects of program efforts and plans. Such guidance may include, , mission objectives; the size and structure of law enforcement resources; coordination with other Embassy sections/agencies; budgeting; development of Panamanian law enforcement capacity and institutions; practical measures to improve U.S. and international capacity to provide assistance; and training plans. Review, make recommendations on, and forward for approval to the INL Director program proposals, program training plans and initiatives, and training curricula.� 11.�� �When required, perform the role of Duty Officer. 12.�� �Perform other duties as requested and assigned that are directly related to this Statement of Work. TRAINING & DISTANCE LEARNING COURSES 1.�� �Completes the required Contracting Officer Representative distance-learning (DL) courses through the Foreign Service Institute (FSI) and obtains COR certification within 90 days of arriving at Post. �Certification must continue throughout life of contract.� 2.�� �Completes the required Grants Officer Representative distance learning (DL) courses through the Foreign Service Institute (FSI) and obtains GOR certification within 90 days of arriving at Post. �Certification must continue throughout life of contract. 3.�� �Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the 90 days of arriving at Post. 4.�� �Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment to Post. � 5.�� �Completes INL 101 Training within first year at Post. 6.�� �Complete online EEO and Harassment Training within thirty days of arriving at Post. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS U.S. Embassy Panama City, Panama. The incumbent is required to travel throughout Panama, Central America, and the United States as mandated by the needs of the program and/or at the direction of the INL Panama Director or their designee. RELATIONSHIPS The Law Enforcement Program Manager reports to the INL Panama Director, or his/her designee. �The Law Enforcement Program Manager is required to have effective and professional relationships with all members of the INL Panama team, coordinating efforts across programs and ensuring an efficient and positive work environment. The INL Panama Director will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review.� COMPLEXITY This position involves planning, organizing, and completing programmatic, organizational, and financial analysis of enormous complexity. � The incumbent develops fluid yet detailed plans, goals, and objectives for the short- and long-range implementation and administration of the interdiction and trafficking programs that overlap into every INL area, including rule of law, customs, corrections security and reform, and anti-financial crimes. �This Program Manager develops criteria for evaluating the effectiveness of the programs and coordinates complex plans with various groups including international donors, the U.S. Embassy, and the Government of Panama. �� The incumbent leads projects that require dynamic leadership, expertise and complex innovation, strict adherence to high-level policy without lower level interpretive assistance, and the ability to independently, or in concert with a variety of other stakeholders, resolve critical problems and achieve difficult goals that influence other programs and countries within Central America. �These programs are broad in scope and complicated by complex technical, administrative, or political features.� SCOPE AND EFFECTIVENESS The PSC performs broad and extensive assignments related to multiple complex administrative and financial programs spanning the full range of citizen safety, law enforcement, border security, community policing, counternarcotics and trafficking programs in Panama, which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE� The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS 1.�� �U.S. citizenship with the ability to obtain and maintain a Department of State (DOS) Secret level security clearance, medical clearance, and (if applicable) ethics clearance. (Security clearance upgrade to Top Secret level may be required.) 2.�� �Spanish language capability at or above the FSI 3/3 equivalent. �English language ability at or above the FSI 4/4 level. 3.�� �Bachelor�s degree from an accredited institution. 4.�� �A minimum of ten (10) years of experience in one or more of the following fields as they relate to U.S. law enforcement efforts: narcotics interdiction, customs and immigration enforcement, institutional reform efforts, law enforcement management, organizational development, planning or training; of which,� a.�� �A minimum of three (3) years of professional experience in overseas police-related advisory missions. 5.�� �A minimum of five (5) years of second-line (or higher) supervisory/management experience for a federal, state, or local agency. 6.�� �Demonstrated experience in planning, strategizing, implementing, and reporting on programs and projects. 7.�� �Demonstrated experience working in institutional reform efforts and program management. 8.�� �Demonstrated experience writing training plans, statements of works, standard operating procedures, and detailed instructions. 9.�� �Demonstrated experience managing criminal justice projects in a foreign country, including promoting U.S. interests with host government officials. 10.�� �Demonstrated experience working and/or coordinating with other relevant U.S. Government agencies (e.g., USAID, Departments of Justice, Defense, Homeland Security, etc.), international institutions (e.g., United Nations, Inter-American Development Bank, etc.), and foreign government entities. 11.�� �Demonstrated knowledge and experience with U.S. Government (USG) regulations, standards of conduct, and ethics.� EVALUATION CRITERIA (Used to determine the competitive ranking of qualified offerors in comparison to other offerors.) Factor 2:�� �Communication and Coordination:�� ��� ��� ��� �(10 points) Ability to coordinate effectively with members of relevant USG agencies, host nation representatives, and the international community in developing and coordinating effective interdiction programs. � Ability to communicate complex issues in a timely and concise manner, in both oral and written form and in both English and Spanish. �Preferred demonstrated experience successfully working with and building consensus among high-level contacts within the Embassy Country Team and Host Government. Factor 3:�� �Relevant Experience:�� ��� ��� ��� ��� ��� �(30 points) Ability to provide expert land, air, and maritime policing subject matter and policy guidance to policy makers within Mission Panama. �Demonstrated experience in planning and executing U.S. civilian law enforcement operations, especially related to antinarcotics. �Preferred demonstrated experience managing U.S. assistance programs over $10 million. BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. COMPENSATION (BASE PAY) This position has been designated at the FS-02 equivalent level ($89,505 - $131,441 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
