Description
The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS&IMF) Contracting Department (Code 400) is issuing this Request for Information (RFI) and Sources Sought. The sources sought is being issued as a means of conducting market research to identify potential sources that might exist in order to support a five year commercial service, firm-fixed priced contract for identification card administration (ICA) support services. For additional information regarding the technical specifications, please refer to the attached DRAFT Performance Work Statement (PWS).� Based on the responses to this sources sought, this requirement may be set-aside for small business (in full or in part) or procured through full and open competition (unrestricted), the government intent at this time is for a single award.� All small business set-aside categories will be considered.� Telephonic inquiries will not be accepted or acknowledged, the government will not be providing evaluations or comments to companies providing sources sought responses but the responses will be used to inform the government as to the best means of procuring this requirement. Project Background The Department of Defense (DoD) provides federal employees and members of the uniformed services with a distinct identification (ID) card identifying them as Regular Armed Forces, Guard, Reserve, retired members, or DoD Civilian, and authorizing them to receive uniformed services benefits and privileges. ICA support services are required for all Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) site access. The ICA Program services over 5,000 customers annually. Scope The contractor shall provide ICA support services at PSNS & IMF by verifying the identity and eligibility of authorized DoD beneficiaries, issuing DoD ID cards, and performing DEERS updates in accordance (IAW) with DoD regulations, BUPERSINST 1750.10D, and AFI 36-3026. RAPIDS facilities with on-line access to DEERS shall issue common access cards (CAC) with and without the chip, volunteer logical access card (VoLAC), and DD forms authorized by DoD instructions for eligible sponsors and beneficiaries when they are not otherwise restricted by the system, and they: (1) are enrolled in DEERS, or; (2) are not enrolled in DEERS but provide legal documentation to establish eligibility; or (3) provide a properly verified DD 1172-2 Application for Identification Card/DEERS Enrollment from the sponsor's parent uniformed service or DoD agency RAPIDS facility. Period of Performance The base period of performance for this requirement is 1 February 2022 through 31 January 2023.� The resultant contract will feature four 1-year option periods consecutively following the base period. Eligibility The North American Industry Classification System (NAICS) code for this procurement is 561110, Office Administration Services, with a small business size standard of $8M in annual receipts. The Product Service Code (PSC) is R499, Other Administrative Support Services.
