IMPORTANT: READ ALL INSTRUCTIONS BELOW: �1. Introduction/Purpose The Federal Aviation Administration�s (FAA) Materials & Propulsions Branch (ANG-E282) has a requirement for Ice Tunnel Testing for Urban Air Mobility/Unmanned Aerial Systems (UAM/UAS) Icing Research. The purpose of this procurement is to reserve thirteen (13) days of Ice Tunnel Testing for UAM/UAS to measure ice accretion performance degradation values for future model verification, determine ice protection requirements for motor cooling paths, and to test new and novel Ice Detection Systems for UAM/UAS. Please see the attached DRAFT Statement of Work (SOW) for the specific requirements. The purpose of this market survey announcement is to solicit capability statements from interested companies. 2. Incumbent Contractor There is no incumbent contractor for this procurement.� 3.� Nature of Competition The acquisition strategy for the procurement has not been determined at this time. The FAA intends to review all response submittals to establish the acquisition strategy. Depending on the results of this market survey, the FAA may decide to do an unrestricted competition, set-aside the procurement for small businesses, eligible Socially and Economically Disadvantaged Businesses certified by the SBA for participation in the SBA�s 8(a) program, Service-Disabled Veteran-Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone) small businesses, Small Disadvantaged Businesses (SDB), SBA certified Women Owned Small Business (WOSB), or Economically Disadvantaged Women-Owned Small Business (EDWOSB) firms or via a noncompetitive award.� 4. General Information Interested Vendors are reminded that � a.�� �This is not a screening Information Request (SIR), Request for Proposal, or Request for Offer of any kind; b.�� �The FAA is not seeking or accepting unsolicited proposals; c.�� �The FAA will not pay for any information received or costs incurred in preparing the response to this submission request; and d.�� �Any costs associated with this request is solely at the interested vendor�s expense. e.�� �The FAA reserves the right to reject, in whole or in part, any input as a result of this market survey. f.�� �Respondents will not be notified of the results of this market survey or results of information submitted; and� g.�� �Any confidential or proprietary information submitted in response to this market survey must be market accordingly by vendor. Such information will not be disclosed outside of the acquisition team. 5.�� �North American Industry Classification System (NAICS) Code The NAICS code for this requirement is 541380 (Testing Laboratories) with a size standard of $16,500,000 in annual revenue. 6.�� �Submittal Requirements Interested entities are requested to submit the following: a.�� �Capability Statement: Submit a summary of your company�s capability in meeting the FAA�s requirement as specified in the attached DRAFT Statement of Work (SOW), and examples of corporate experience of similar work. This statement must not exceed five (5) pages in length. b.�� �Statement providing the company�s classification size. Companies must submit their Data Universal Numbering System (DUNS) number & the Cage Code associated with their System for Award Management (SAM) registration. 7.�� �Delivery of Submittals Interested companies must submit their response to this market survey electronically to the Primary Point of Contact (POC) at Andy.CTR.Montesinos@faa.gov.
