Description

The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to solicit for the procurement of marine gas turbine engines and upgrade kits on behalf of the NAVSEA05Z 2SCOG Program. The engines that will be procured include the MT30, MT5S, 501-K34, MT5S-HE+, MT7, and 250-KS4 gas turbine engines, as well as their associated parts and upgrade kits. This solicitation is expected to result in a Basic Ordering Agreement (BOA) to Rolls Royce Marine North America (RRMNA). The ordering period is anticipated to be sixty (60) months. This procurement will represent a follow-on to NAVSEA BOA N00024-19-G-4108 with RRMNA. It is the Government's intention to procure these engines from RRMNA, as only RRMNA can meet the Government's requirements. In order to ensure compatibility and conformity with existing systems/programs, there is a need to procure these parts from RRMNA as these engines are developed, designed, and solely produced by RRMNA. NSWCPD intends to issue a solicitation to the specified vendor to meet mission requirements. This procurement action is being conducted in accordance with FAR 16.703. Furthermore, this procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C.2304(c)(1), as implemented by FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals.� This notice of intent is not a request for competitive proposals and does not constitute a solicitation.� However, all information received prior to the closing date will be considered by the Government.� A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
