- NASA Langley Research Center (LaRC) intends to increase the contract ceiling under NASA Contract NNL13AA08B with the National Institute of Aerospace (NIA). The primary objective of the single-award, Indefinite Delivery Indefinite Quantity (IDIQ) contract to the NIA is to supplement the work being accomplished on its complementary 20-year Cooperative Agreement (CA) also awarded to the NIA. The scope of work under the contract includes: Conduct leading-edge aerospace and atmospheric sciences research and develop revolutionary new technologies by creating innovative, collaborative, synergistic partnerships among LaRC, academia, and industry. Provide comprehensive graduate and continuing education in science and engineering. Dissemination (including promotion and outreach) of the results of the research and technology developed within the NIA. Contracted support through the NIA IDIQ contract is vital to supporting the key research areas of LaRC�s programs within the following technical disciplines: Systems Analysis, Advanced Concepts and Mission Analysis; Planetary Traversing, Capture, and Entry Technology; Aerosciences; Structures and Materials; Intelligent Aerospace Automation and Controls Systems; Atmospheric and Vehicle Sensor System Technology; Atmospheric Chemistry, Climate, and Radiation Science. Increasing the contract ceiling will enable NASA to continue to obtain work from the NIA for NASA�s direct use or benefit and maintain the capabilities that are fostered by the CA consistent with the original 20-year dual instrument procurement strategy. The ceiling increase also allows continuity of services while NASA completes the restructuring of research, science and engineering support services consistent with Agency transformation initiatives, including NASA�s Mission Support Future Architecture Program (MAP). The LaRC Research, Science, and Engineering Services (RSES) procurement strategy allows NASA to effectively transition services to a carefully planned enterprise solution by the end of the NIA contract period. Pursuant to 10 U.S.C. � 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(iii), an out-of-scope modification will be issued under the NIA IDIQ contract to increase the total maximum cumulative value by $6M, changing the ceiling from $55M to $61M. The period of performance (April 1, 2013 to September 25, 2022) remains the same. The ceiling increase is required due to evolving mission requirements and increased utilization of the contract which have expended the available contract ceiling earlier than anticipated. The cumulative total value of task orders issued to date has reached 99.6% of the current ceiling, with nearly 10 months remaining on the period of performance. The NIA IDIQ contract was awarded competitively under NAICS code 541715. All Government contractors must be registered and active in the System for Award Management (SAM), at www.sam.gov. This notice of intent to increase the NIA IDIQ contract ceiling is not a request for competitive proposals. Interested organizations may submit their capabilities and qualifications in writing to the identified point of contact no later than 4:00 p.m. Eastern Standard Time on December 17, 2021. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.� All responsible sources may submit an offer which shall be considered by the agency.
