- This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. The U.S. Department of Housing and Urban Development (HUD), Office of the Chief Procurement Officer (OCPO), located in Washington, DC, intends to negotiate on a sole source basis and award a bridge contract to Yardi Systems Inc., 430 S Fairview Avenue, Goleta, CA 93117 for Real Estate Owned (REO) Case Management Services. The period of performance for this effort will be a 6-months base with three (3) 2-month options. This acquisition is being conducted using the procedures under Federal Acquisition Regulations (FAR) 13.501(a) under the authority of 41 U.S.C. 1901. The FAR Part 12 �Acquisition of Commercial Items� as supplemented by the HUD Acquisition Regulation (HUDAR), will be used to evaluate the quote and award this requirement. The North American Industry Classification System (NAICS) code for this requirement is 518210: Data Processing, Hosting, and Related Services with a size standard of $35.0 million. The PSC Code is R408: Support � Professional: Program Management/Support. HUD anticipates negotiating and awarding a Firm-Fixed-Price (FFP) sole-source bridge contract to Yardi Systems Inc., for this requirement. Background and General Description of Work: The Office of Single-Family Asset Management (SFAM) utilizes case management via SaaS (Software as a Service) for analysis, management and operational procedures associated with the Single-Family Disposition Process (SFDP). These services include a web-based online subscription with the ability to have SFAM specific workflow processes. The case management support provided serves as the primary process for HUD staff and its business partners to send, receive, distribute, analyze, maintain, and manage information relative to the following HUD specific case management and workflow tracking processes: Pre-conveyance compliance, Post-conveyance property management, Disposition strategies, Retail REO, Contractor monitoring, Report capabilities, and Help Desk services. The case management process allows for immediate (real-time) availability to complete a variety of portfolio management functions and includes interfacing with all HUD approved internal application systems. The current contract, 86615620C00006, was awarded on an unrestricted basis to Yardi Systems Inc. on September 30, 2020 and expires on March 29, 2022. A new requirement is currently being worked on for a long-term contract; however, there have been delays in the procurement and the government cannot afford to have any break in service or incur additional expenses. Unique Characteristics of the Requirement: The nature of the acquisition is supported by the circumstances above and this requires use of the authority cited because only the designated service will meet SFAM�s needs and demonstrates the contractor�s unique qualifications to fulfil the requirement. Yardi System Inc. utilizes the services of the P260 application, a major application that interfaces with SAM, another HUD system, to exchange and update property disposition status and track disbursements. The P260 application has been customized overtime and without the customizations, the SFAM will not be able to receive the needed services to meet its mission. The functions that the P260 provides are mission essential and must be performed under all circumstances without any break in service. It will take a new Contractor months to develop and customize an application and a transition period to onboard. These alternatives would leave SFAM with a lapse in service that would have negative/critical operational and financial consequences detrimental to the mission of HUD. As such, services are available only from the incumbent, Yardi Systems, Inc., for the continued utilization of the P260 major application with the customized features that can help meet HUD�s regulatory requirements. Therefore, Yardi is the only firm that can meet SFAM�s REO case management needs with the additional constraints that there be no break in REO case management service and there be no transition-in period between vendors. This is NOT a solicitation for quotations, quotation abstracts, a request for competitive quotations; or request for competitive proposals; however, all responses received within 10 days from the date of publication of this synopsis will be considered by the Government. Responses must clearly and thoroughly defend any claims or assertions that attempt to refute the government�s claim. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. Information received on this notice must eliminate the government's concerns and addressed how the items can be provided without jeopardizing the science behind the on-going projects. If no affirmative responses are received within 10 days of this notice to determine whether a qualified source is more advantageous to the Government, a contract will be issued to Yardi Systems Inc. There is no solicitation package available.
