Description
NAVSUP Fleet Logistics San Diego (FLCSD) intends to award a Sole Source contract to Klein Marine Systems, INC., 11 Klein Drive Salem, NH 03079 to manufacture required Sidescan Sonar System initial system requirements and prototype IAW TEMPALT 2011020A to support the U.S. Navy Arctic Submarine Laboratory. No equals will be accepted and this is an All or None Notice of Intent. FLCSD will use Simplified Acquisition Procedures and Other Than Full and Open Competition. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization). The proposed contract action is one in which only a responsible source will satisfy the agency requirements (See FAR 6.302-1(b)(1)(i)) Only one responsible source and no other supplies and services will satisfy agency requirements). In accordance with FAR 5.102(a) (6), the required justification documentation is attached (See Note 22). This Notice of Intent is not a Request for Quotation (RFQ). No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit information that clearly demonstrates their capability to meet all requirements associated with to manufacture required Sidescan Sonar System initial system requirements and prototype IAW TEMPALT 2011020A for the U.S. Navy Arctic Submarine Laboratory, provided in response to this notice due by 10:00 AM (PST) 10 December 2021 via email to Theresa.b.martin@navy.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government. The contractor will not be reimbursed for any expenses related to responding to the Notice of Intent.
