Description
The U.S. Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Project Manager Combat Ammunition Systems (PM-CAS), is planning to award in 1st Quarter Fiscal Year (FY) 2023, an Extended Range (ER) High Explosive (HE) Rocket Assisted Projectile (RAP) production contract with deliveries to commence in 1st Quarter (1Q) FY2024. This market survey is to identify capable sources within the United States and Canada to send ACC-NJ information on their 155mm ER HE RAP projectiles. PM CAS is focused on 155mm ER projectiles that have completed development and are ready for initial production, or will be ready for production in the next 12 months. The required delivery date is 1QFY2024. The 155mm ER HE RAP projectile will be used with the 58 caliber Extended Range Cannon Artillery (ERCA) platform. The projectile must deliver accurate and precise lethal effects to personnel and light to medium material targets provided target coordinates are available prior to firing. The projectile must be capable of integration with current fuzes in Army inventory and must be compatible with fuze based guidance kits currently in development. The projectile must achieve ranges of at least 70km in 58 caliber systems. The projectile is desired to provide ballistic accuracy sufficient to achieve 30m Circular Error Probable (CEP) of 50% (CEP50) accuracy under adverse weather conditions when paired with a fuze based guidance kit.� All interested sources must submit the following information: 1. Provide the organization's name, address, and technical point of contact, phone number, e-mail address, and business size. 2. A summary that includes a brief description of the contractor's capabilities to include: parent organizations, name/address/point of contact identification/email address, potential partnering/teaming arrangements, capabilities. 3. The contractor must provide program development or production status information, technical description of the projectile and status of guidance kit compatibility, performance/testing data and qualification data for the projectile offered for evaluation.� 4. The contractor is required to furnish unguided ballistic dispersion data (from test, analysis, or simulation) at various ranges to include maximum range of at least 70km. 5. The contractor must provide the type of HE fill used on their proposed 155mm ER HE RAP (i.e. TNT, IMX-104, or PBXN-9). 6. Identification of the planned supply chain of components for the contractor�s 155mm ER HE RAP.� 7. A description of the supply chains facilities/equipment, manufacturing processes, inspection capability, personnel, and Quality Management System certifications or standards used. 8. Manufacturing experience with Load, Assemble and Pack (LAP) and delivery of complete 155mm projectiles or items of similar complexity; Identify where the major production and LAP efforts would be performed and integrated for delivery to the Government. 9. A description of the expected supply chain and their existing production capacity, the projected minimum and maximum monthly production and delivery capability, and the ability to meet the Government's estimated production rate of 2,000/year. Technical Data is not being released for this announcement; however, the technical data will be made available should a formal Request for Proposal (RFP) be released at a later date. All contractors interested in this potential future solicitation must be registered in the System of Award Management (SAM) in order to be eligible for award.� This market survey is for informational and planning purposes only and shall not be construed as a RFP or as an obligation on the part of the Government.
