- ***INTENT TO SOLE SOURCE NOTICE-*** Estimated Date of Award: December 31, 2021 Synopsis: The Department of Veterans Affairs, Central Alabama intends to award a sole source procurement for the following: Qmatic Support and Maintenance Agreement BACKGROUND: The Central Alabama Veterans Health Care System (CAVHCS) currently has Qmatic queuing systems at the following Central Alabama Veterans Health Care System facilities: East Campus located at 2400 Hospital Rd, Tuskegee, AL 36083; site 619T West Campus located at 215 Perry Hill Rd, Montgomery, AL 36109; site 619 MVAC facility located at 8105 Veterans Way, Montgomery, AL 36117; site 619AC PURPOSE OF PROJECT: (CAVHCS) is requesting to acquire maintenance and support agreement for Qmatic hardware and software for the MVAC (Montgomery, AL), CAVHCS East Campus and CAVHCS West Campus; inclusive of all labor, materials, cabling, equipment, transportation, and supervision necessary to provide maintenance and technical support. DESCRIPTION / PRODUCT SPECIFICATIONS: Vendor to provide annual software maintenance for the Qmatic. Vendor to provide annual Hardware maintenance for the Qmatic. CONTRACTOR REQUIREMENTS/RESPONSIBILITIES: Contractor will provide the following: Telephone support will be provided Monday thru Friday 7:00am to 8:00 pm EST with on call support for anything beyond these hours to include weekends. Telephone support by trained support technicians. Service visits as necessary to maintain proper system functionality will be provided as requested from customer. In the event a service visit is needed a technician will be dispatched within 24 hours. Trained client support engineers to perform the remote and on-site technical support. Trained field service technicians for any on-site maintenance, system failure issues, hardware installations, and new equipment/software upgrades when telephone support is not sufficient. Support and maintenance services fully compatible with the existing Qmatic systems currently in place and in use. Replacement hardware and software of the same brand that is fully compatible with Qmatic in place and in use. PERIOD OF PERFORMANCE DATE: The vendor/contractor agrees to the following dates: The Period of Performance for this requirement will begin on 01/01/2021 through 12/31/2021 and have 4 option years. PLACE OF DELIVERY The contractor shall provide all labor, materials, cabling, equipment, transportation, and supervision necessary to provide maintenance and technical support to: MVAC facility located at 8105 Veterans Way, Montgomery, AL 36117; site 619AC West Campus located at 215 Perry Hill Rd, Montgomery, AL 36109; site 619 East Campus located at 2400 Hospital Rd, Tuskegee, AL 36083; site 619T The applicable NAICS code for this procurement is 334515 with a business size standard of 750 employees. The Government intends to solicit and negotiate with only one source under the Authority of FAR 13.106-1 which states that Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 2 days (NLT) December 13, 2021 at 10:00 a.m. EST) after date of publication of this notice. A determination by the Government not to compete with the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. System for Award Management (SAM): Rule requires a firm to be registered in the SAM Registration Data Base (SAM), prior to award of any contract and agreements. Firms must register on an on-time basis, and annually confirm accuracy and completeness of registration information. Any firm interested in submitting a quotation cannot be in a Debarred status.
