Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Coastal and Hydraulics Laboratory (CHL) intends to award a contract on a sole source basis to Qualisys North America, Inc. upon the basis of the authority provided at FAR 13.106-1(b). ERDC-CHL�s Coastal Processes Branch (CPB) in Vicksburg, MS seeks to procure six (6) Miqus Underwater motion capture cameras, four (4) Arqus 12 IP67 protected motion capture cameras, one (1) Miqus Color Underwater camera, and required accessories including markers, active rigid body tracking, manuals, cabling, power supplies, mounts, and licensing. This is to expand and improve ERDC�s Capability to Track the Motion and 3D Positioning of both Stationary and Moving Floating Bodies in Basins and Flumes.� The material must be compatible in all aspects (form, fit, and function) with existing Qualisys camera systems presently acquired. The current Qualisys Series 6 Mocap System is comprised of ten Oqus6+ cameras, and a Miqus reference video camera. The new cameras must coordinate, connect, and interface with the existing system by linking with the current cameras through shared hardware, software, and analysis modules. The new cameras must have the following specifications: -���������� camera model number 400500u (12MP/300fps) (x6) -���������� camera model number 400200MCU (x1) -���������� camera model number 600112-p (x4) -���������� Active Traqr-Naked Traqr model number 160691 -���������� utilize the existing Qualisys Track Master Software -���������� process the exact time coded, synchronized time frame 2D mocap signals to enable the generation of 3D motion capture data -���������� above ground cameras must calibrate with the existing 2 point calibration wand and 4 marker fixed L-frame -���������� above ground system must calibrate with existing Fixed Calibration technology using active and passive markers in order to cover large areas where other calibration methods are impractical -���������� underwater and above ground cameras must integrate together to create one synced system for motion capture In summary: -���������� Six (6) IP67 rated Arqus 12 cameras, four Miqus Underwater Motion Capture cameras, one Miqus Color Underwater camera, and associated devices/accessories needed to implement �Twin-System� (cables, power supplies, sync unit, network switch, underwater calibration kit, etc) - ��������� 1.5 Days of on-site training -���������� 1.5 Days of installation -���������� mounting accessories (tripods (Arqus), triaxial heads (Arqus), super clamps (Arqus), mount foot (Miqus), wall mount (Miqus), brackets (Miqus) -���������� marker accessories (200 spheres needed total, 100 super spherical underwater 19mm markers and 100 hand coated 19mm underwater markers, Active Traqr Naked Traqr Kit, Traqr batteries (2), Traqr charger, ) -���������� Necessary syncing accessories for external devices such as IMUs (Camera sync unit, BNC cables and connectors, IP67 protected trigger, etc) Training Training will consist of camera set up, calibration, data collection, and data processing for a floating body in one of the onsite wave basins for a �twin-system�. Onsite training is required as the ability to track motion bodies is directly tied to the setup of the camera system, which is specific to the facility and application. Training is to be completed by Aug 30, 2022. Delivery Delivery of the cameras and systems components to: Vicksburg, MS 39180 Delivery: Within 75 days after contract award. Warranty and Maintenance The vendor shall provide warranty of at least one year that covers parts and malfunctions due to manufacturing errors (e.g., mechanical defect in production of product for prescribed use). The vendor will provide assistance regarding any troubleshooting with the products. Qualisys North America, Inc. has been identified as the only source capable of fulfilling the governments requirement. ERDC-CHL currently owns an existing Qualisys motion capture camera system that requires specific and consistent hardware/software to collect and process the data. Furthermore, a motion capture camera system must be IP67 rated for marine and outdoor applications, which is a necessity given their use in flumes and wave basins in non-climate-controlled hangars. This eliminates the compatibility between different camera systems.� Full compatibility and interoperability is required as more cameras are added to the system to increase the accuracy in motion and positioning measurements as well as the camera field of view, to track moving bodies. CHL�s existing motion capture camera system is Qualisys and will provide the necessary interoperability with the new motion capture cameras. As such, Qualisys North America, Inc. is the only provider capable of fulfilling the Government�s requirement. The associated North American Industry Classification System (NAICS) code is 333316, which has a size standard of 1000 employees. This Notice of Intent is not a request for competitive quotations. �However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CST, 16 Dec 2021 to Frank.J.Pete@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. �A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
