- Description
- The Naval Air Warfare Center Weapons Division (NAWCWD) Contracting Office intends to procure 12 months of operation and management of the Real-Time Environmental Monitoring and Alert System (REMAS) and related equipment installed at various Naval Air Warfare Center Weapons Division (NAWCWD) facilities at China Lake, CA, operated by the Ordnance Test and Evaluation Division. Specifically, this tasking includes continuous operation, necessary maintenance, certification, and replacement of hardware, regular security updates, and continuous improvements and modernization.�� The award will be made on an Other than Full and Open competition basis in accordance with FAR 6.302-1, as a Firm Fixed Price (FFP) contract with Desert Research Institute (DRI), 2215 Raggio Parkway, Reno, NV, 89512- 1095, due to the proprietary nature of this software/service.� The Government cannot accept any programmatic delay, which would result in the requiring activity�s inability to fulfill its mission requirements.� This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit an electronic response to be received at the Contracting Office no later than 15 days after the date of publication of this notice, which shall be considered by the agency. The written response shall reference solicitation number N6893621R0029 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule. Per FAR 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements."" REMAS is the sole source capable of providing these efforts. However, responsible interested parties may submit information in which they identify their interest and capabilities to respond to this requirement.. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. No telephone responses will be accepted. The solicitation or Request for Proposal (RFP) will be posted in Contract Opportunities on the SAM website at https://sam.gov/ on or about (Early January 2022). �� Interested firms must be registered in the System for Award Management (SAM) database at https://sam.gov/ to start doing business with the federal government.�� Written responses shall be submitted by e-mail to the point(s) of contact listed no later than 15 days from this notice date.
