- Solicitation No. 36C24521R0096: The Department of Veterans Affairs is seeking an electrical construction contractor to furnish all labor, materials, tools, equipment, and supervision to provide for the Relocate Electrical Feeder project located at the Department of Veterans Affairs Medical Center, 510 Butler Avenue, Martinsburg, WV. Project Number is 613-08-657. This will be a Tiered (Cascading) best value source selection procurement conducted in accordance with Federal Acquisition Regulation 15.3, Source Selection. The Government anticipates awarding a firm fixed price single award contract as a result of this solicitation. The Government intends to select the best value offer based on a trade-off analysis per FAR 15.101-1, utilizing specified tiers and based upon the following evaluation criteria: 1. Technical Capability 2. Management Approach, 3. Past Performance and 4. Cost/Price. Award will be made at the highest tier available. The First Tier shall be Service-Disabled Veteran Owned Small Business (SDVOSB), the Second Tier shall be Veteran Owned Small Business (VOSB) and the Third Tier shall be Small Business. All SDVOSB and VOSB firms MUST be verified in the VetBiz Vendor Information Pages (VIP) at www.vip.vetbiz.gov to be considered responsive. SDVOSB and VOSB firms that submit bids on set-asides that are not verified will be deemed nonresponsive. The work includes, but is not limited to, general construction, alterations, roads, walks, grading, drainage, mechanical and electrical work, utility systems, and construction and certain other items. Estimated construction cost range is $1,000,000.00-$2,000,000.00. The firm must be an electrical construction firm approved under NAICS: 238220, size standard: $16.5 million. The offeror shall obtain any and all necessary licenses or permits required to perform this work in the State of WV. Prospective contractors must be registered and current in the following websites: https://www.sams.gov and http://www.vip.vetbiz.gov (as applicable) to be eligible for award. A Joint Venture Agreement (JV Agreement) must be completed at the time of the proposal submission and conform to JV requirements. JV Agreements MUST be submitted with the proposal. Proposals will be accepted from only responsible and responsive contractors. There will be a pre-proposal site visit for this project which will be held at the VA Medical Center, Facilities Management Service/V5 Contract Satellite Office, 510 Butler Avenue, Building 306A (Conference Room), Martinsburg, WV. All interested parties are encouraged to attend the site visit. All questions generated from the site visit shall be submitted in writing to the contracting officer to kathryn.kaiser@va.gov. Prospective contractors may acquire solicitation documents, which are only available in .pdf electronic format by registering and downloading plans and specifications from the SAMS website https://www.sams.gov. Solicitation documents will be available on or about January 12, 2022. Approximate proposal submission date is February 16, 2022. Firm site visit and proposal submission dates will be provided on the solicitation once issued. There will not be a public bid opening. Offerors are advised that award will be made to the responsive/responsible bidder with the best overall value to the Government under a Tiered (Cascading) technical evaluation. Technical factors and past performance will be significantly more important than price. The procurement is subject to availability of funds.
