Description
This is a SOURCES SOUGHT ANNOUNCEMENT/REQUEST FOR INFORMATION (RFI) ONLY. In accordance with FAR 19.202-4, this request is for information and planning purposes only; it is neither a solicitation nor a request for proposals or quotes. This announcement does not obligate the Government to award a contract. Veterans Integrated Service Network (VISN) 16 is seeking to identify Service-Disabled Veteran Owned Small Business (SDVOSB) entities, and Veteran Owned Small Business (VOSB) entities fully capable of providing Home Oxygen Services and Supplies to the beneficiaries throughout VISN 16 to include VA Medical Centers (VAMC), and their associated Community Based Outpatient Clinics (CBOC). VISN 16 has a requirement for in-home oxygen services, equipment, and supplies, to include but not limited to, compressor, portable oxygen machines, tanks, racks, and liquid oxygen systems. The in-home oxygen service will include the delivery, set-up, and resupply of oxygen as necessary to meet the medical needs and prescriptions for our veterans. The services include delivery, set-up, repair, and pick-up of equipment, resupply of expendable supplies (nasal cannulas, hoses, etc.) and medical grade oxygen, and monthly ventilator equipment checks from a licensed Certified Respiratory Therapist or a Registered Respiratory Therapist provided to all eight (8) VA Medical Centers and their associated CBOC s which will be separated into four (4) zones; including counties and parishes supported by their respective VAMC and/or CBOC. The contractor shall be responsible for providing all supplies, materials, equipment, labor, supervision, fuel, transportation, infection control, storage, cleaning, delivery, sanitization, assembly/set-up, repair, pick-up and patient training/instruction-in-the-use of Government-owned Home Oxygen Equipment/Ventilators, and management necessary to perform in-home oxygen and in-home ventilator services. The contractor shall develop mechanisms and methods to register complaints, resolve emergencies, issue approval of Patient Rights and Responsibilities, and provide pertinent documentation of performing all tasks as identified herein for eligible beneficiaries in VISN 16. Contractor(s) shall be required to provide delivery, set-up, instructions-in-use, storage and/or pick up and routine service/ maintenance on Home Oxygen Equipment. Contractor shall be JOINT COMMISSION accredited or evidence of adherence to Joint Commission standards at the servicing location prior to any contract award.  This sources sought/request for information is only open for SDVOSB or VOSB participation. The applicable North American Industry Classification System (NAICS) for this RFI is 621610 - Home Health Care Services; size standard is 500 employees.
