Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.� This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This request for information does not commit the Government to contract for any supply or service whatsoever.� Further, the FBI is not at this time seeking proposals and will not accept unsolicited proposals.��� Responders�are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense.��� Not�responding to this RFI does not preclude participation in any future RFP/RFQ, if any is issued.� If a solicitation is released, it will be synopsized on the�Federal Business Opportunities (FedBizOpps) website�or the General Services Administration (GSA)�e-Buy�website at�https://www.ebuy.gsa.gov.� It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.�� All response shall be single page in Microsoft Word 2013 format utilizing Times New Roman font 12. Responses should indicate this is a submission in response to Source Sought FBI-121421-TDRP.� The�Federal Bureau of Investigation (FBI) Professional Services Acquisition Unit (PSAU) in support of�the FBI�Training Division (TD)�is seeking�capability statements from interested vendors to�assist in training new agent trainees�for the FBI, the DEA, the FBI National Academy students, employees of the FBI Training and Laboratory Divisions, the Critical Incident Response Group, and other FBI or DEA Divisions;�providing Role Players to perform in various law enforcement scenarios.�This is not a new�requirement.�The requirement is currently being performed under�task order 15F06721F0001005 off�Basic Purchasing Agreement (BPA) DJF-16-1200-S-000�1535.� The BPA ended in October 2021; the task order�period of performance�is�anticipated to end�30�April�2022.�� Scope�(description of the requirement):�New agents, training at the National Academy, are?taught the?latest tactical techniques and are immersed in realistic, stressful scenarios where they are expected to incorporate basic tactics, investigative techniques, firearms skills, and defensive tactics in-order-to make the right decision. They investigate terrorist activities, plan, and make arrests, process evidence at crime scenes, conduct interviews and searches, use ballistic shields as protection, tactically �clear� areas so they�re safe to enter, and get into �simmunition� gun fights with �criminals,� all with the help of local actors1�hired to play both �bad guys� and innocent bystanders.� One of the primary objectives of this training is to provide realistic situations in which students and other law enforcement entities can make a practical application of the various investigative and law enforcement skills taught at the FBI Academy, the National Academy, and the DEA Academy. An important factor in the success of a practical exercise is the quality and depth of the role-playing. The immediacy and realism of a situation can be lost unless a Role Player is able to live a role and freely adapt to it in response to the way an individual student handles each situation.� Role Players cannot rely on an inflexible script, in each Scenario, as an actor does.� The Role Player must thoroughly understand the training objectives of each Scenario and the role they are playing; therefore, each Role Player must adjust to a variety of outcomes and react in a manner most appropriate to the way in which a situation develops.� The Role Player has to ad lib at times, but this must be consistent with the overall Scenario, the instructor�s direction, and the overall objectives of training.� Role Players are consistently used in training Scenarios which include surveillance, arrest situations, witness interviews, subject interrogations, paint gun exercises, and FBI K-9 Unit�training scenarios.� The Training Division requires�Role Players of varying sex, ethnicity, race, age, language and backgrounds�to�participate in diverse training exercises including Arrest, Search,�Simmunition, Human Intelligence (HUMINT) and High-Value Detainee Interrogation Group (HIG).� Scenario schedules and associated personnel requirements will be provided by designated Training Division personnel between ten and thirty days prior to the training exercise. Role Players may be subject, during designated exercises, to simulated arrests, to include handcuffing, interrogation, searches by trainees of either sex, and/or�involvement in simulated exchange of�gunfire�using�simmunition�weapons.� Exercises may involve the use of role players capable of speaking both English and Arabic or other foreign languages.��� The�scope of this work is to be performed at FBI facilities in�Quantico, Virginia.� Objective� The responses to this�Request�For�Information (RFI)�will be utilized to determine if any�small�business�set-aside opportunities exist and to identify all potential and eligible sources (small and large). Teaming arrangements are highly encouraged.�� Anticipated Period of Performance (POP)� The�anticipate date of award is�on/or about�01�May�2022. The anticipated�Basic�Purchasing�Agreement (BPA)�POP is for 60 months;�consisting of a twelve-month base period and four (4) twelve-month option periods.��� Anticipated Contract Type� The FBI anticipates any future�BPA�for the requirement would be awarded�based on firm-fixed-price labor rates.�The�North American Industry Classification System (NAICS) code�for the requirement is�611710�with a Small Business size standard of�$16.5M.� Responses� Interested�parties are requested to respond to the�RFI�with a capability statement.�Capability statements will be in Microsoft Word 2013�compatible format and are due�December�30,�2021�at�5:00 PM Eastern Standard Time. Responses shall be limited to 10 pages and submitted to Travis Potts at��tspotts@fbi.gov.�Proprietary information, if any, should be minimized�and�MUST BE CLEARLY MARKED.� All information should be�UNCLASSIFIED�material only. To aid the Government, please segregate proprietary information.� Please be advised that all submissions become Government property and will not be returned.� Section�1:�of the capability statement shall provide administrative information, and shall include the following as a minimum:��Company name, Company address, Point of Contact, phone number, email address, DUNS number, CAGE Code,�business type (large business, small business, small, disadvantaged business, 8(a)-certified small, disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business), System for Award Management (SAM) registered NAICS codes,�facility security clearance,��and�any potential Contractor Teaming Arrangements to accomplish FBI�s outlined�requirements with subcontractor�s company names, business sizes, DUNs number and CAGE Code.� Section 2:�capability statement for the services provided as stated�in�above�scope.��Responder shall provide the specific technical skills the�responder�possesses which ensure capability to meet the objectives and requirements.�Responder shall indicate if they have prior FBI experience.�The responder�s ability to provide qualified candidates�within a short window and to also provide qualified candidates who�hold a current active�Secret�Clearance.�Responder shall provide specific experience demonstrating the capability to�provide role players in support of the Training Division�s mission.� Section 3: of the white paper shall answer the following questions.� Responder shall provide�a�lesson�learned providing role players to meet customer needs based on previous experience.� Responder�shall�provide comments or challenges that industry may have in recruiting for contemplated role player positions for�this requirement.� Are there challenges filling positions located in Washington D.C.?� Additionally,�responder shall provide�proposed solutions that would mitigate recruiting challenges of the�role players�proposed.� Is the responder capable of providing the�role players�under�a�GSA Schedule? If so, what is the GSA Schedule number?��Does the GSA Schedule have the exact labor categories or would these be�cross walked�to another labor category with similar minimum qualifications.��� What is the responder�s process to verify resume information, experience, aptitude, capability, and qualifications for�role players�recruited for a position on the anticipated contract?� What metrics are utilized to measure effectiveness of process, vetting and qualifying staff placed on the anticipated contract?� Are there industry standards?� Based on�past experience�what is the lead-time to fill�role player positions requested for upcoming training scenarios?�Any�timeline�recommendations on notification of need of role players?� Any information deemed pertinent to the establishment of a BPA and subsequent task orders for role players; based on experience?� The selected NAICS code for the requirement is 611710 �Educational Support Services�. Responders are asked to�recommended�a�NAICS code,�for the requirement, should they not agree based on experience that 611710 is the correct NAICS.� Summary� THIS IS A REQUEST FOR INFORMATION�(RFI)�ONLY�to identify sources that can provide support services for this effort.� The information provided in the�source sought�is subject to change and is not binding on the Government.� The FBI has not made a commitment to procure any of the items discussed, and release of this RFI, should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.� All submissions become Government property and will not be returned.�
