- Description
- The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with EMARGES SP Z O O, located in Opole, Poland, on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source to purchase Electric-Acoustic Simulations and Design. NIST requires simulations of the electric-acoustic response of a representative sample system. The data from these simulations will inform the design of the electric-acoustic spectrometer instrument, including lower bounds on anticipated output signals and lower bounds on required field strengths. NIST requires calculations of nonlinear electric-acoustic spectra in fluid systems. Specifically, NIST requires a calculation of the displacement field, including second order terms due to the mixing products of the electric and acoustic fields as a function of time for a simple ionic salt solution where an electric-acoustic two-tone measurement is performed. Both signals (electric and acoustic) shall be in the MHz frequency range. The results shall be presented to NIST in a final presentation, and the code to calculate the spectra shall be made available to NIST. The NAICS Code is 541990, All Other Professional, Scientific, and Technical Services, with a small business size standard of $16.5M. NIST anticipates negotiating and awarding a firm-fixed-price contract to EMARGES SP Z O O for this service. Interested parties that can demonstrate they could satisfy the service listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by February 1, 2022. Any questions regarding this notice must be submitted in writing via email to angela.hitt@nist.gov. All responses to this notice of intent must be submitted to angela.hitt@nist.gov no later than December 23, 2021 at 11 a.m. MST.
