Description
This is a Request for Information (RFI), as defined in Federal Acquisition Regulation (FAR) 15.201(e). The Government is issuing this RFI in an effort to understand market availability, technical characteristics, cost, and functionality of Information Technology (IT) tools, applications or products capable of satisfying the life-cycle technical, functional, operational, and/or capabilities described in this RFI.� This RFI will provide interested vendors with the ability to thoroughly review the Draft Statement of Objectives (SOO) and provide comments, questions, suggested changes, and feedback. Any information submitted by respondents to this request is strictly voluntary.� This is not a request for proposal, request for quotation, or invitation for bid, nor does its issuance obligate or restrict the Government to an eventual acquisition approach.� The Government does not intend to award a contract on the basis of responses from this RFI or pay for the preparation of any information submitted or for the use of such information.� All information received from this RFI will be used for planning and market research purposes only.� To the maximum extent possible, please submit non-proprietary information.� Any proprietary information submitted should be identified as such and will be properly protected from disclosure.� The Government shall not be liable for damages related to proprietary information that is not properly identified.� Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to the RFI will not be returned.� BRIEF DESCRIPTION: The primary goal of this acquisition is to procure and implement a secure long-term PBS enterprise-wide software solution that leverages 360 degree image capture and integrates that data with building plans. �The software will provide a means of communication and collaboration between stakeholders, and be able to be integrated with other PBS applications, such as GSA�s PMIS system - Kahua.� The application will support both project delivery and GSA�s long-term management of assets This attached SOO addresses work associated with the following activities: Enterprise Software License Application Technology Capabilities Implementation Plan Development and Execution Communication and Technology Adoption Plan Support Program Management Support� Training and Technical Support GSA� IT-Security Requirements Compliance Data Collection and Reporting Integration with PBS Systems BACKGROUND: The Public Buildings Service (PBS), one of the services within the General Services Administration (GSA), provides work environments for over one million Federal employees nationwide.� Created in 1949, PBS serves as a builder, developer, lessor and manager of federally owned and leased properties providing a full range of real estate services: real estate brokerage, property management, construction and repairs, security services, property disposal and overall portfolio management. PBS services over 100 Federal agencies and Commissions.� This diverse portfolio, over 8,000 buildings containing about 350 million gross square feet, includes border stations, computer centers, courthouses, laboratories, offices, parking, storage, and warehouse space.� With the onset of the COVID pandemic in March of 2020, the PBS Office of Project Delivery (OPD) explored opportunities to conduct business remotely and safely. � A pilot was undertaken with the aim to ensure continued effective project management and execution, maintain quality assurance, and to ensure our remote workforce could actively and proficiently carry out their mission.� The one year virtual inspections pilot explored ways of leveraging disruptive technology, mainly focused on 360 degree image capture and integration with floor plans, as the catalyst for seeking innovative ways to conduct our business operations. Due to the success of the pilot and the value realized from this type of technology, the GSA is seeking to procure and implement a PBS enterprise-wide technology solution. � The application solution will provide an important tool to teams, across multiple business lines, in the management of assets and in the delivery of projects throughout the planning, design, construction, and operations and maintenance life cycle phases.� PURPOSE: The purpose of this RFI is to gather information on potential/interested vendors that are capable of fulfilling this requirement and request feedback on the Draft SOO. Provide a capability statement for your company (Not to exceed 2 pages in length) We will not be accepting responses with information outside of the aforementioned items above. Responses due NLT December 29, 2021 at 4:00 PM Central. Any response submitted by respondents to this request constitutes consent for that submission to be reviewed by the GSA project team responsible for this acquisition. The responses may be forwarded to other Government entities in consideration for applicability to other programs. Respondents are advised that the Government is under no obligation to provide feedback with respect to any information submitted.� All submissions become Government property and will not be returned.� All GSA personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information. This RFI is issued solely for information purposes.� It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This RFI does not commit the Government to contract for any supply or service in any manner.� Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested parties� expense.� Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
