Richard Leistiko Contracting Officer Page 5 of 5 52.237-1 SITE VISIT (APR 1984) Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. INTERESTED OFFERORS: A site visit is scheduled for January 13th at 10 A.M. PST at Palo Alto Main Facility then to Menlo Park Division and January 14th at 10 A.M. PST at Livermore Division. Marshalling point will be at the Security Police office so that temporary vendor badging can take place as well. Please RSVP to the Contracting Officer by email by 2 P.M. PST at least two business days (January 11th) in advance and indicate the names, titles, and telephone number of those who will be in attendance. Please put Palo Alto Site Visit and solicitation number in the subject line. You MUST arrive on time. Late attendees risk not participating in the site visit. Please note parking is limited; plan accordingly. There will be no expenses reimbursed by the Government for this site visit. Masks will be provided if needed / 02/04/2022 Q&A SESSION 2 Q1: Are Site visits authorized and POCs for those coordinated individually? A: See 52.237-1 Site Visit for specific information regarding site visits Q2: Tanks sizes were confirmed in AMEND 001. That being said, did any of the (4) Facilities experience Bulk Liquid Oxygen supply increases, meaning they needed Bulk Oxygen at an increased need, presumably due to the COVID 19 response. That being said, is there a desire to upgrade tank sizes. Comment (3) of the (4) locations have a 2,112-GAL Capacity of less, installing new/refurbished 3,000 Gallon Tanks doubles the on-hand capacity of (2) of those (3) and adds 1/3 capacity increase for the remaining location (BLD 7). Is there a desire for the facility to upgrade capacity? A 2,112 GAL denotes that this is possibly an older tank as this is a nonstandard size in the current BULK GAS (Medical & Industrial) Market. A: There was an increase of O2 usage due to Covid 19 response. Increase of tank sizes is open for discussion, however, it would be based on the current footprint. Again, site visits are recommended. Q3: Is one of the Bulk Site Pads not a concrete PAD, i.e., PAD that is structurally rated, but not GOV Concrete? A: No each tank is on a concrete PAD Q4: Of the (5) Bulk Tanks Sites/Pads, what is the structural rating for each one, i.e., rated to support what size tank(s). A: Defer to previous tank size for ratings Q5: Does each tank site have both a Main Tank and A reserve tank? A: No, each tank site is unique to that building and not each has a main and reserve. We have reserve tanks for both building 100 and 7. Q6: Are any of the Tanks at the (5) Sites GFE, to include any reserve tanks? A: None of the tanks are GFE. Instead, they use a 6 pack set up (6 H-tanks with inline manifold) Q9: Page 13 of 50 Insurance Requirements does the offeror have to provide evidence to the GOV that they are insured to perform Prime Contract Responsibility (Sole Accountability to the GOV) for NAICS 325120 and/or 221210 (distributor of manufactured Gas definition)? A: Correct, please provide proof of this in your proposal.
