- NOTICE OF INTENT TO AWARD A SOLE SOURCE 30th Contracting Squadron PKB, Vandenberg SFB, CA intends to award a sole source contract to Superior Access Solutions (SAS) for the design, install, and test of the Range Control Center (RCC) Modernization Video Component (RMVC) system in the Western Range Operations Control Center (WROCC). In accordance with 10 U.S.C.2304(c)(1), Contracting by Other than Full and Open Competition, as only one source is reasonably available and no other supplies or services will satisfy agency requirements and FAR 13.501(a) for sole source acquisitions. The required supplies and services include the design, install, and test of a replica Eastern Range (ER) IP Video system on the Western Range. The requirement for commonality with the ER system is of the utmost importance in efforts to standardize operational processes and procedures across Ranges, ensure consistency in documentation, and reduce costs in maintenance & repair post government acceptance. SAS is the only contractor that could ensure design, installation, and operability are consistent between the Eastern and Western Ranges due to their involvement in the ER IP Video project. SAS was the prime development contractor when it was developed as a prototype system for the 45th Rapid Acquisitions Division (now called CDD). They were then utilized as a subcontractor on a follow-on contract action to help integrate that prototype into the larger ER Launch Test Range System (LTRS) used for operations. SAS is considered to be the system developer of the ER IP system and integrated the system into the larger ER LTRS system. Interested contractors may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System (NAICS) code for this effort is 334220, ""Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing"" which has a size standard of 1,250 employees. This notice of intent is not a request for competitive proposals. This synopsis is for informational purposes only. A solicitation will not be issued for this procurement action or posted to the single Government Point of Entry, the SAM.gov website. All responsible sources may respond by submitting qualifications/capabilities statement of the company by January 7, 2022, at 12:00 PM PST to Alyson Kolding via email: alyson.kolding@spaceforce.mil for consideration by the agency. If no affirmative responses are received, a purchase order will be awarded to Superior Access Solutions.
