RFP 36C26222R0038, Amendment 0001 Responses to Vendors Questions Megabus Retreats Outdoor Group Events Question: Many of the resorts require conformation 30 days in advance and apply fees if the reservations are canceled and may even charge us for the rooms and facilities if we have to cancel. Will the government reimburse the contractor for the cost incurred if we have to cancel a reservation for 22 rooms? Response: No, the Government will work with the Contractor if this type of situation happens. Question: Is the VA requiring the contractor to provide mental health counsels and counseling services at each retreat to counsel the veterans on individual skill building, re-integration into the veterans family, employment skills etc..? Or are we to just plan for the outdoors activities? Response: No, Contractor shall provide Group and individual skill building activities and information on re-integration into the participant s family, employment, and community. Contractor shall plan each of the outdoor activities as per the Statement of Work. Question: Is the contractor to provide classes/courses and educational material and training and professional psychological counseling as it relates to this section of the SOW? Response: Yes, provide activities and educational materials and training. No professional psychological counseling. Provide individual activity that provides basic personal financial management skills (household budget management, debt management, credit management). Reference expected outcome for this activity. Question: If so, for how many hours of the 4-6 day retreat is this training required? Response: Contractor determines the number of hours for the training depending on the type of activity, they will be providing. As it relates to paragraph 2 of the SOW PURPOSE OF PROJECT and Contractor staffing should include a diverse CO-ED portfolio to meet the needs of a diverse group of participants. Question: Does the VA want a contractor to provide professional physiological, financial, marriage, job skills training and employment seeking career program training to the veterans? Such professional services will require licensed professionals in such educational field like psychology, financial management, marriage counseling, budget planning etc Response: Yes, develop activities that provide those types of services required and obtain the expected outcome. No, professional physiological. The contractor shall provide a minimum of six (6) and a maximum of nine (9) Megabus Retreats - Outdoor Group Events per year.  Question: How do we price this requirement? If contractor ""A"" prices for six (6) and contractor ""B"" prices for nine (9) then the prices will be very different and the lowest bid could be awarded to contractor ""B""? Response: The Contractor shall conduct nine (9) retreat events. Provide pricing for all nine (9) Outdoor Group Events per B.2 Schedule of Supplies/Services and Prices/Costs. The contractor shall provide two (2) four (4) day retreats, with travel on the first and fourth day. Three (3) five (5) day retreats, with travel on the first and fifth day.  Four (4) six (6) day retreats, with travel on the first and sixth day. Question: This will also be a challenge in the pricing? A six (6) day retreat in Hawaii will be much more costly than a six (6) day retreat in New Mexico, thereby having a greater effect on the overall price evaluation of the contractors price proposal.  How do we know which locations should be allocated the 4 day, 5 day and 6 day retreats?  We recommend that all nine (9) retreats should be for the same number of days. Response: Provide pricing for all nine (9) Outdoor Group Events per B.2 Schedule of Supplies/Services and Prices/Costs. Schedule states the number of days for each retreat and for which state. Contractor shall be responsible for determining which months and dates are best to hold the events based upon weather conditions for each state. Event locations shall be held within the following states: 11 states.   Question: We are pricing for ""9 Megabus Retreats"" but the VA has eleven (11) locations, which 9 of the 11 states should we schedule?    Response: See B.2 Schedule of Supplies/Services and Prices/Costs. Question: Do we just select on our own 9 states?  Response: See B.2 Schedule of Supplies/Services and Prices/Costs. Question: Is the VA requiring us to schedule one retreat location per state? Or can we schedule multiple retreats in the same state (ie..3 retreats in Arizona?)? Response: See B.2 Schedule of Supplies/Services and Prices/Costs. The VA has already selected each of the States to hold each of the retreats. The contractor shall be responsible for providing the months and dates for each of the retreats by state? Question: Is this requirement to be in the proposal when submitted or do we provide this information at a certain time to be determined by the VA after contract award? Response: Yes, at the time of proposal submission. Contractor shall have the option to pick up to three (3) different states/locations to conduct the outdoor group retreats.    Question: This sentence is somewhat confusing and contradicting? Are we given the option to select three (3) of the eleven (11) states listed to do all 9 retreats?  Response: Disregard this sentence. Question: Is there a requirement that we provide one retreat per listed state location (a retreat in each state and territory listed in the draft SOW)? Response: No, disregard, information in the Sources Sought Notice. Reference RFP. At least one of these retreats shall be focused on a cohort of women-only Veterans. Question: Is this task/requirement location to be identified in the proposal? Response: Yes. Question: Will this specific task/requirement be a women veteran ""only"" ( no male veterans on this retreat)?  Response: Yes, correct.
