Description
SPECIAL NOTICE Department of Veterans Affairs, New York Harbor Healthcare System, Network Contracting Office 2, is issuing this Notice of Intent to Sole Source to Digi International, Inc., for Smart Sense sensors monitoring, maintenance and calibration services at the VA New Jersey Health Care System Facilities (East Orange, Lyons and Brick) and 8 Community Based Outpatient Clinics (CBOC). This Special Notice is issued to identify any potential sources that have the resources and capabilities to provide a comprehensive vehicle for all monitoring and maintenance of Smart Sense Sensors and all its related components for temperature Monitoring Systems of Refrigerators and Ultra Low Freezers. SERVICES REQUIRED: Contractor shall furnish all labor, travel materials, equipment, tools, supervision, parts, and all incidentals to complete the work for all maintenance and online monitoring support of all equipment components that keep the Smart Sense sensors temperature monitoring systems operational. Contractor shall ensure this system is up to date and fully functioning with wireless and ethernet temperature monitoring system that allows for 24 hours a day, 7 days a week monitoring, recording, and alarming. Services are for the VA New Jersey Health Care System Facilities (East Orange, Lyons and Brick) and 8 CBOCs. The term of services will be one year after award of contract with provision for four (4) Option Years. INTERESTED & CAPABLE RESPONSES: NCO 2 is seeking responses from businesses that are interested in this procurement and consider themselves to have the resources, rights, and capabilities necessary to provide these services. Please provide all of the following in your response: Business name, business type, socio-economic status (e.g., Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), etc.), person of contact (including telephone number & email address), GSA Contract number if applicable, and DUNS number. Please also include the North American Industry Classification System (NAICS) Code for which you propose to provide the service under for verification of your size standard. A Capability Statement which provides detailed, specific information that demonstrates understanding of the tasks required and capability to perform the tasks as stated in the attached Statement of Work. Failure to tailor capability statement to this specific requirement may result in your company being determined non-responsive. Responses must be submitted by 10:00 AM EST, January 3rd, 2022. Responses to the information requested above may be submitted via e-mail to Monique.Paltan@va.gov. This Special Notice of Intent to Sole Source is for planning purposes ONLY. The results of this notice may assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., small business set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted for this notice. STATEMENT OF WORK Smart Sense Temperature Monitoring System Support and Maintenance Services 1. Background: The Department of Veterans Affairs New Jersey Health Care System (NJ HCS) is currently seeking annual maintenance and support of 100 Smart Sense Wireless Temperature Monitoring Sensors. These temperature monitoring sensors are located at the NJ HCS Facilities (East Orange, Lyons, and John J. Howard Brick ) and its eight (8) Community Based Outpatient Clinics (CBOCs). The maintenance and support shall include all the temperature monitoring systems and all its associated components such as temperature probes, screens, cellular data digital loggers (DDL), ethernet gateways, etc. The Smart Sense Temperature Monitoring Sensors shall be operational at manufacturers standards to ensure temperatures inside the refrigeration units such as Refrigerators and Ultra Low Freezers maintain the integrity and potency of medications, vaccines, and critical medical supplies stored in them. The VHA Directive requires for the storage of vaccines and medication in pharmaceutical grade purpose refrigerators and freezers where the temperatures are monitoring 24/7/365 days to ensure compliance. This requirement seeks for maintenance service and support of currently installed temperature monitoring systems to ensure monitoring of the temperatures for medication refrigerators and freezers meet the Joint Commission and the United States Pharmacopoeia (USP) standards. The monitoring of temperature histories will allow for immediate identification of temperature excursions and escalation of temperature excursion alerts for the response group to take action such as moving medications to alternate storage locations. 2. Scope: Contractor shall furnish all labor, travel materials, equipment, tools, supervision, parts, and all incidentals to complete the work for all maintenance and online monitoring support of all equipment components that keep the Smart Sense temperature monitoring systems operational. Contractor shall ensure this system is up to date and fully functioning with wireless and ethernet temperature monitoring system that allows for 24 hours a day, 7 days a week monitoring, recording, and alarming. This requirement also requires a one-time purchase, shipping, and installation of twenty-five (25) Ethernet Gateways (TMWIFI440-Z-DEFAULT) monitors. Contractor shall install and program all required components for a fully functioning system and verify all systems are fully operational after installation. Install and program 25 (TMWIFI440-Z-DEFAULT) new Ethernet Gateways 3. Specific Tasks: Contractor is required to monitor, support, maintain and calibrate all required components for a fully functioning Temperature Monitoring System. Systems include glycol probe, Cyro probes, and ethernet and cellular gateway network and Digital Date Loggers (DDL) required to achieve a functioning system. List of Equipment: P/N Description Quantity TM-GW-BZ-VZW-C 4G LTE Gateway with support for B &Z Sensors (Verizon) 59 TM-ZP30-DS Wireless Sensors + Display Screen 100 Number of Smart Sense Temperature Sensor per New Jersey HCS Site: East Orange Facility: 50 Devices Lyons Facility: 26 Devices John J. Howard Brick Facility: 9 8 CBOCs: 15 Devices: 59 Cellular Gateways throughout the whole NJ HCS. Contractor shall provide a computer-based service that records, monitors, and alerts the users when temperature ranges are exceeded. Contractor shall also provide training to maintenance staff for all components of system and procedures for repairs. The scope of work shall include general monitoring and support per manufacturers standards and recommendations to include: Scheduled calibration maintenance every 1 to 2 years, or more frequent if recommend by the manufacturer. Provide Certificates of Calibration Testing 24 Month National Institute of Standards and Technology (NIST) Certification on Temperature Sensors. Assigned POC at the Vendors site to manage service contract and troubleshooting of the devices. Required maintenance and software and network updates Customer Support, 24 hours a day, 7 days a week, 365 days a year. Software enhancements and new updates when available. Full Repair of the system within a 24-hour period to minimize possible downtime. Call dispatching to resolve issues 24/7. 4. Changes to the Statement of Work: Any changes to this SOW shall be authorized and approved only through written correspondence from the CO. Costs incurred by the contractor through the actions of parties other than the CO shall be borne by the contractor. 5. Security Requirements: Contractor and their personnel shall follow all U.S. Department of Veterans Affairs (VA) policies, s standard operating procedures, applicable laws, and applicable regulations while on VA property. Violations of this may result in citation and disciplinary measures for persons violating the law. Contractor and their personnel shall always wear visible identification while they are on premises. 6. Confidentiality and Non-Disclosure: The Contractor shall follow all VA rules and regulations regarding information security to prevent release of sensitive information to unauthorized individuals or organizations. 7. Working Business Hours: All services will be performed during normal business hours of coverage unless proper alternate arrangements have been coordinated beforehand with the Contracting Officer Representative (COR). Working hours will be Monday to Friday from 8:00 AM to 5:00 PM excluding Federal Holidays. Federal Holidays which are observed by the federal government are annotated below. VHA Supplemental Contract Requirements: VHA Supplemental Contract Requirements for Combatting COVID-19 Contractor employees who work in or travel to VHA locations must comply with the following: Documentation requirements: If fully vaccinated, contractors shall show proof of vaccination. NOTE: Acceptable proof of vaccination includes a signed record of immunization from a health care provider or pharmacy, a copy of the COVID-19 Vaccination Record Card (CDC Form MLS-319813_r, published on September 3, 2020), or a copy of medical records documenting the vaccination. If unvaccinated, contractors shall show negative COVID-19 test results dated within three calendar days prior to desired entry date. Test must be approved by the Food and Drug Administration (FDA) for emergency use or full approval. This includes tests available by a doctor s order or an FDA approved over-the-counter test that includes an affiliated telehealth service. Documentation cited in this section shall be digitally or physically maintained on each contractor employee while in a VA facility and is subject to inspection prior to entry to VA facilities and after entry for spot inspections by Contracting Officer Representatives (CORs) or other hospital personnel. Documentation will not be collected by the VA; contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information.  Contractor employees are subject to daily screening for COVID-19 and may be denied entry to VA facilities if they fail to pass screening protocols. As part of the screening process contractors may be asked screening questions found on the COVID-19 Screening Tool. Check regularly for updates. Contractor employees who work away from VA locations, but who will have direct contact with VA patients shall self-screen utilizing the COVID-19 Screening Tool, in advance, each day that they will have direct patient contact and in accordance with their person or persons who coordinate COVID-19 workplace safety efforts at covered contractor workplaces. Contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information.  Contractor must immediately notify their COR or Contracting Officer if contract performance is jeopardized due to contractor employees being denied entry into VA Facilities. For indefinite delivery contracts: Contractor agrees to comply with VHA Supplemental Contract Requirements for any task or delivery orders issued prior to this modification when performance has already commenced.
