Description
NATO Joint Force Training Center (JFTC) in Bydgoszcz, Poland intends to issue an Invitation for International Bidding (IFIB) for Role Players and Interpreters Contractor Support to the Pre-Deployment Training for NATO Mission in Iraq (NMI).� Potential U.S. prime contractors must 1) maintain a professionally active facility within the United States, 2) be approved for participation in NATO ICB, 3) be issued a Declaration of Eligibility (DOE) by the U.S. Government. Contractor personnel performing services under the contract must be citizens of a NATO nation, have appropriate professional training and experience in related field(s), and meet applicable criteria for a personal security clearance. The reference for the IFIB is IFIB-ACT-JFTC-21-130 and all correspondence regarding the IFIB should include that reference. � This is an Indefinite Delivery (ID) Requirements Contract (RC). The contract will be awarded to that bidder submitting the lowest compliant bid. Partial Bidding is not allowed. REQUIREMENT JFTC conducts pre-deployment training activities related to NMI. The NMI series of training events are aimed to prepare Individual Augmentees (IAs) for deployment to Iraq in their role as staff member or advisor in NMI Headquarters in Baghdad. These training events aim to prepare various staff for deployment and assumption of their responsibilities within their respective organizations. The requirement for contractor support is crucial to support the design, development, execution, and analysis of the pre-deployment trainings. There shall be three (3) but not more than four (4) TEs annually. In order to provide high standard training and present current in-theatre issues and cultural challenges to the training audience, the JFTC intends to contract services for Role Players (up to 5) and interpreters (up to 6; Iraqi Arabic language). The number of role players and interpreters may vary depending on the number of training audience. The contractor will equip the Role Players with Iraqi military uniforms and insignia/ranks.. The training events may be conducted on-site at JFTC, remotely (via communication platforms/tools), or as blended (on-site and remotely). BECOMING ELIGIBLE TO BID�� � NATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this contract. Before the U.S. Government can do so, however, the U.S. Government must approve the firm for participation in NATO ICB. �U.S. firms are approved for NATO ICB on a facility-by-facility basis.� The U.S. NATO ICB application is a one-time application. �The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities The Department of Commerce (DOC) is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the text of your email: - the title and/or solicitation number of the contract - the name/phone/e-mail of the company employee who should receive the bid documents After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the contract. �DOC will transmit the DOE to the NATO contracting agency. � IMPORTANT DATES U.S. firms should request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application): 19 January 2022 JFTC issues IFIB (planned): 24 January 2022 JFTC will directly mail this IFIB to all potential bidders. IFIB documents will also be posted on the JFTC Internet site: http://www.jftc.nato.int/organization/contracting� Bid closing (planned): 07 March 2022 Period of Performance: Base Period: between 01 April and 31 December 2022. Option Periods: �four (4) option periods of 12 months each (years 2023-2026). �
