Description
SYNOPSIS - Replacement of the American with Disabilities Act (ADA) Elevator, Fort Sumter Visitor Education Center at Liberty Square. The National Park Service (NPS), Interior Region 2, South Atlantic Gulf Office intends to issue a solicitation for the Replacement of the ADA Elevator located at the Liberty Square Visitor Education Center Fort Sumter National Historic Park, which shall be classified as a construction contract. The intent of this notice is to announce the impending solicitation to be released on or about January 11, 2022, for a total of 45 days, with an anticipated award date on or about February 11, 2022. A site visit shall be held on or about January 17, 2022 10:00am EST (Updated information will be included in the released solicitation). The Period of Performance (POP) is anticipated to start on or before February 21, 2022 for nine (9) months. As this is a construction requirement and provides a service to the Government, the non-manufacturer rule does not apply. This project will address the issues of the dangerous and malfunctioning Handicap Elevator at Liberty Square Visitor Education Center. The location of the building if vulnerable to severe weather (i.e., Hurricanes and flooding) which has caused vast deterioration to the outdated utility. Modernization of one (1) twin post telescopic hydraulic passenger elevator and associated equipment, ""INCLUDUNG ALL"" inspection, and permit fees. Elevator shall be erected, installed, adjusted, tested, and placed in operation by qualified elevator installers. All stainless steel provided for this project shall be stainless steel 316 or better. All equipment used for this requirement must also have local, factory-trained, and certified service technicians located in the greater Charleston, SC area for emergency response. The applicable NAICS code is now 238290, Other Building Equipment Contractors, with a size standard of $16.5 million, falls under the Product/Service code of Z1JA, Maintenance of Museums and Exhibition Buildings, and will be set-aside for 100% Small Business entities. This solicitation will be issued as a Request for Proposals (RFP) per FAR Part 15.203. At minimum, the evaluation factors will include acceptability of technical proposal, past performance, and price; specific evaluation factors for the project will be included in the official solicitation. This will be a firm-fixed, price contract, and the magnitude of work is anticipated between $500,000 and $1,000,000. The official solicitation announcement will also post to the System for Award Management website (sam.gov) under contract opportunities. Proposals will be accepted from all responsive and responsible small business concerns. Prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov prior to the receipt of any award. All responsible sources may submit a proposal which shall be considered by NPS per FAR 5.207(c)(16)(ii). This announcement is for informational purposes only. This announcement does not constitute a commitment, implied or otherwise, that a procurement action will be issued, and shall not be construed as an RFP or as an obligation on the part of the Government.
