KEY DATES: Response Due Date: 12 January 2022 at 3:00 PM Eastern Time ISSUED BY: National Institutes of Health National Cancer Institute (NCI) Office of Acquisitions (OA) Strategic Acquisitions Branch (SAB) GENERAL INFORMATION: This Request for Information (RFI) is intended to obtain information to help formulate a procurement strategy for a Budget Planning and Analysis Software capable of supporting the NCI Office of Budget and Finance (OBF) to streamline budget planning and execution activities while gathering data for advanced analytics. This RFI should not be construed as a solicitation or as an obligation on the part of the Federal Government, the National Institutes of Health (NIH), or the National Cancer Institute (NCI). The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.Although ""proposal"" and ""offeror"" are used in this RFI, your response will be treated as information only. It will not be used as a proposal. PURPOSE: The responses to this RFI may guide the NCI in awarding future contracts at an undetermined time. There is no solicitation available at this time; no basis for claims against NCI shall arise as a result of this RFI, responses thereto or the NCI�s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. This notice is for market research only to help identify budget planning and analysis products capable of satisfying federal budget formulation, allocation, execution, and reporting activities at NCI. This notice will help understand the technology available and its capability to interoperate with NCI�s current software ecosystem. � � � BACKGROUND: NCI conducts and supports research, training, health information dissemination, and other activities related to the causes, prevention, diagnosis, and treatment of cancer. NCI has the largest budget of NIH fulfilling its mission through extramural grants and contracts, and intramural research primarily in Bethesda, Maryland and the Frederick National Laboratory for Cancer Research (FNLCR) at Fort Detrick Frederick, Maryland. The Institute's administrative community including program staff, administrative officers, acquisition professionals, budget analysts and liaisons work collaboratively to support 30 Divisions, Offices, and Centers (DOCs) to execute an annual budget of over 6 billion dollars. � OBF advises the NCI Office of the Director and other senior staff on all aspects of the Institute�s budgets. To lead, conduct, and support cancer research the Institute�s administrative community must align and coordinate with OBF to propose, plan, justify and spend the Institute�s budget. This level of coordination requires a robust commercial-off-the-shelf (COTS) software application capable of allocating NCI�s annual appropriation to the DOCs and allowing development of operating budgets at different levels of granularity for tracking plan to actual spend. The software must be able to accommodate varying levels of detail across organizations and aggregate to amounts allocated by the Budget Office.� NCI OBF is exploring software options that support budget allocation, planning, execution, what-if analysis, operational reporting, financial reconciliation, and data analytics. � HOW TO SUBMIT A RESPONSE: Interested offerors should review the attached documentation included in this Notice and submit a response to this Request for Information not to exceed 500 characters per question or 10 single sided pages in total including all attachments, charts, etc. (single space, 12-point font minimum) that clearly responds to the questions included in the attachment. �Brevity and structured are encouraged whenever applicable to aid in processing. �All proprietary information should be marked as such. Responses will be held in a confidential manner. �NCI will provide confirmation of response submission, but respondent will not receive individualized feedback.
