Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with Zurich Instruments , 400 5th Avenues, Suite 115, Waltham, MA 02451�the purchase of one (1) UHFLI lock-in amplifier to be utilized by NIST�s Physical Measurements Laboratory (PML). The statutory authority for this acquisition is 41 USC 3304(a)(1); FAR 13.106-1(b). ***** Sole source determination is based on the need to acquire one (1) ultra-high frequency, low-noise (UHFLI) lock-in amplifier to be used to probe a variety of quantum cavity optomechanics experiments, and to probe silicon nanophotonic sensors. The ultra-high frequency lock-in amplifier shall be able to perform a laser locking, an be able to generate a dispersive Pound-Drever-Hall (PDH) error signal, to probe spectrally narrow resonances. To meet theses uses, the required lock-in amplifier must be able to cover a wide frequency bandwidth (from DC up to 600MHz), demodulate up to eight (8) frequencies simultaneously, high-bandwidth, top-of-fringe frequency locking, and phase-locking to an external RF reference. To facilitate laser locking the lock-in amplifier shall have four (4) independent PID controllers with Phase-Locked Loop (PLL) capability. The bandwidth of PID/PLL shall be 300kHz or higher.� The lock-in amplifier must also have low input noise, no larger that 4nV/sqrt Hz above 100Hz, to deliver quantum-limited performance and low sensor readout noise floor. While several of the vendors identified can produce instruments that meet some of the requirements, Zurich Instruments is the only vendor that can meet all of the requirements simultaneously in their instrument.� Their UHFLI series lock-in amplifiers are ultra-high frequency, low noise, capable of meeting all requirements.� The UHFLI series can do ultra-stable, top-of-fringe frequency locking, and phase-locking to an external RF reference. Furthermore, NIST developed data acquisition/measurement software that allow easily integration with Zurich Instrument UHFLI lockin amplifier (the UHFLI lockin amplifier is owned by an industry partner, but temporally used on NIST campus for the project.) The new ultra-high frequency low-noise lock-in amplifier must be easily integrated into existing measurement service infrastructure and be readily compatible with existent data acquisition/measurement system. Therefore, no other company identified in the industry is capable of providing the required equipment. Zurich Instruments is the sole manufacturer and distributor of the equipment that meets the required minimum specifications. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� *****No solicitation package will be issued.� This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
