Description
REPLACE OXYGEN TANK, NEW YORK HARBOR HEALTHCARE SYSTEM, NEW YORK CAMPUS, 423 EAST 23RD STREET, NEW YORK, NY: PROJECT NO. 630-22-116 36C24222R0033 This shall be a Service-Disabled Veteran Owned Small Business Set-Aside (SDVOSB). As a result, all SDVOSB's may submit a Proposal at no cost to the government, which will be considered by the agency. This project is classified under NAICS Code 236220 Commercial and Institutional Building Construction and has a Size Standard of $39.5 million. Phase I Estimated Solicitation Date: 28 January 2022 Phase I Estimated Response Date: 28 February 2022 Estimated Award Date: 29 April 2022 The Department of Veterans Affairs is preparing to issue a solicitation (Request For Proposal-RFP) for a two-phase design-build contract to provide turnkey services necessary to design and construct the Replacement of Oxygen Tank. SOW Install temporary oxygen supply system as noted on the plans. Remove 6000-gallon permanent oxygen tank located at the north end of Building No. 2. E. Provide and install new 6000-gallon liquid oxygen tank on prepared foundation. F. Certify and put in service the new main oxygen tank. G. Remove the temporary oxygen supply system. H. Remove portion of the existing slab in oxygen tank room in Building No. 2. Coordinate and install new 6000/ 9000-gallon liquid oxygen tank on prepared foundation. Coordinate / Certify and put in service the new main oxygen tank. Perform all necessary structural work associated with the installation of the new foundation pad for the permanent replacement tank. PROJECT MAGNITUDE: $1,000,000 to $2,000,000. PROJECT LOCATION: VA New York Harbor Healthcare System, New York Campus, New York, NY The Two-Phase Design-Build solicitation and evaluation process shall be conducted in accordance with Federal Acquisition Regulation (FAR) Subpart 36.3 (Two-Phase Design-Build Selection Procedures). The issued RFP shall set forth the requirements for responding to Phase I of the solicitation, as well as all technical evaluation factors and sub-factors for both Phase I and Phase II. At the closing date of the Phase I Solicitation, the government shall evaluate responsive proposals received in response to Phase I of the solicitation to short-list no more than three (3) contractors to Phase II. Only those successful firms selected as a result of Phase I evaluations will be requested to submit technical and pricing proposals for Phase II. Phase II proposals shall be evaluated in accordance with Phase II Evaluation Process.
