Description
CONTINUATION OF PRESOLICITATION NOTICE: Project No. 620-20-205; Audiology B3 Construction at the Montrose VAMC. Background An area of Building 3 has been identified for renovation to become the new Audiology Outpatient Clinic at HVHCS FDR Hospital in Montrose, NY. A general contractor is needed to provide the demolition, abatement, and construction services needed to turn this space into a state-of-the-art clinic area for our veterans. Objectives The objective of this acquisition is to provide a brand new audiology clinic within the existing Building 3. Place of Performance / Place of Delivery/ Period of Performance The place of performance for this contract is VA Hudson Valley Healthcare System FDR Hospital in Montrose, NY. The Period of Performance is 295 Days Scope or Tasks (for services) Contractor will furnish all materials, equipment, and personnel necessary to accomplish the job. Contractor shall completely prepare site for building operations, including but not limited to the full gut removal of existing construction. This includes approximately 30 linear feet of ACM pipe insulation as well as wall partitions, heavy defunct lab equipment, exhaust ductwork and appurtenances, radiators, plumbing fixtures, defunct medical gas piping, water distribution and steam distribution piping, sprinkler heads and piping, acoustical ceiling tile, flooring, portions of exterior envelope of building, electrical equipment, and all other items as described in contract drawings. Prior to installation of new work, the floor slab shall be full inspected for cracking and sounded for hollows, and brought to within flatness requirements per VA regulation. Contractor shall be fully responsible to provide and install a complete new working system as described in contract drawings. This includes new construction of wall partitions and doors, core drilling of slab to install new sanitary lines for plumbing fixtures, new VRF HVAC system, plumbing, sprinkler, and electrical equipment to include but not limited to fire alarm, data and video surveillance cameras and wiring, lighting & power piping/wiring/conduit. This also includes the provision and installation of flooring, patching and painting of existing and new walls, new acoustical tile ceiling, lights, switches, electrical distribution panels, and all other items, equipment, and labor as needed to complete the scope of work as described in the contract drawings. Work shall also be required to break down, relocate and reassemble an existing audiometric testing booth from one location within the building to the project area. All work shall take place at VA Hudson Valley Health Care System, Montrose, New York and shall be completed as required by drawings and specifications. This procurement is a 100% set-aside for a Service-Disabled Veteran-Owned Small Business (SDVOSB). Prospective contractors must be registered and certified in the Center for Veterans Enterprise (CVE) VetBiz Registry database prior to submitting a bid: http://vetbiz.va.gov Prospective contractors must be registered and current in the System for Award Management (SAM) database prior to contract award: beta.sam.gov Bids will only be accepted from SDVOSBs that are determined to be responsible and responsive contractors. Prospective contractors must be approved under NAICS Code 236220, size standard of $39.5 Million. The cost range for this project is between $500,000 and $1,000,000 A bid bond will be required, and performance and payment bonds will be required upon award of contract. The solicitation will be released on or around January 31, 2022. The bid submittal address, date and time will be included in the solicitation. Bidders are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time of bid closing.
