Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.ï¿½ This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.ï¿½ Solicitation number 12505B22Q0039 is issued as a request for quotes (RFQ).ï¿½ The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-02.ï¿½ This solicitation will be a 100% Total Small Business Set-Aside.ï¿½ The associated NAICS code is 324110 (Petroleum Refineries), with a small business size standard of 1,500 employees. This acquisition is for the following item as identified in the Contract Line Item Number (CLIN): 0001)ï¿½ #1 Dyed Off Road Ultra Low Sulfer Diesel Fuel Oil for Boiler and Generators ï¿½ 30,000 Gallons Specifications: ï¿½See attached Statement of Requirement for specific details. DELIVERY MUST OCCUR BY 4:00PM CENTRAL STANDARD TIME ON FRIDAY, JANUARY 21, 2022. The Contractor shall provide all items F.O.B. destination.ï¿½ Location of the Government site is USDA National Animal Disease Center, 1920 Dayton Avenue, Ames, IA 50010.ï¿½ The Government anticipates award of a Firm Fixed Price contract. Quoters responding to this announcement shall submit their quote in accordance with FAR 52.212-1.ï¿½ Submission of quote shall include the following:ï¿½ (1) Technical Specifications and (2) Price (to include any delivery charges). All responses shall be submitted electronically to josh.dobereiner@usda.gov and Shawna.rogersbailey@usda.gov. The basis for award is lowest price technically acceptable.ï¿½ ""LPTA"" means the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price.ï¿½ Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Specifications and (2) Price (to include any delivery charges).ï¿½ The lowest priced proposal will first be evaluated for technical acceptability in accordance with the minimum specifications identified.ï¿½ If determined not technically acceptable, it will be removed from competition and the next lowest priced proposal will be evaluated for technical acceptability.ï¿½ This will continue until the lowest price proposal is determined technically acceptable.ï¿½ Once the lowest priced proposal is determined technically acceptable, then a determination of responsibility will be completed.ï¿½ If found responsible, evaluations will be closed and award will be made. INSPECTON AND ACCEPTANCE TERMS:ï¿½ Supplies will be inspected by Contracting Officer Representative (COR) and accepted at destination.ï¿½ Delivery is requested by 4:00PM Central Standard Time on January 21, 2022. To be eligible for an award, all contractors must be registered in the System for Award Management (SAM).ï¿½ A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov.ï¿½ NO EXCEPTIONS.
