- Notice of intent to use a brand name product. The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide 11.5 kV, 4.16 kV and 480 V system protection relays and related SCADA equipment that has equal performance and listing/approval requirements to the following Schweitzer Engineering Laboratory (SEL) products. This notice seeks products that have equal performance and listing/approval requirements as the SEL products below, but are not manufactured by SEL. FY23 MCON P-209 Dry Dock 3 Replacement, Joint Base Pearl Harbor-Hickam, Hawaii requires products similar to the following items: SEL-351S Feeder Protection Relay SEL-587Z High-Impedance Differential Relay SEL-3530 Real-Time Automation Controller SEL-2730M Managed 24-Port Ethernet Switch SEL-2812 Fiber-Optic Transceiver with IRIG-B SEL-751 Feeder Protection Relay SEL-787 Transformer Protection Relay SEL-2730U Unmanaged 24-Port Ethernet Switch SEL-2440 Discrete Programmable Automation Controller (DPAC) Characteristics for each item is included below and as attachments to this sources sought. SEL-351S / SEL-587Z Overcurrent Protection Over/Under Frequency Protection Multiple Settings Group Breaker Failure Alarm IEC Thermal Element Operator Control Interface User Configurable Labels EIA-232 Port SEL-3530 / SEL-2730M / SEL-2812 / SEL-2730U / SEL-2440 Multiple Settings Group User Configurable Labels EIA-232 Port SEL-751 / SEL-787 Overcurrent Protection Over/Under Frequency Protection Multiple Settings Group Breaker Failure Alarm IEC Thermal Element Human Machine Interface Display (Touchscreen Display) with Programmable Pushbuttons Operator Control Interface User Configurable Labels EIA-232 Port Following protocols for all SELs include the following: Modbus RTU SEL ASCII and Compressed ASCII SEL Fast Meter, Fast Operate and Fast SER SEL Fast Message Ymodem File Transfer SEL Mirrored Bits Communications Event Messenger This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Government. This is not a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify other potential sources of this product. To be considered, please submit detailed technical data in order for the Government to conduct a comprehensive evaluation of your product to ensure compatibility with the existing system. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or vague. Information received after the due date/time will not be considered. Any information provided to the Government in response to this RFI will become U.S. Government property and will not be returned.
