Department of Veterans Affairs Network Contracting Office 16 - HOUSTON In Support of the Southeast Louisiana Veterans Health Care System REQUEST FOR INFORMATION 36C25622Q0374 BACKGROUND: Background: The Southeast Louisiana Veterans Health Care System (SLVHCS) is currently requesting the purchase and installation of an ECG System complete with pulse oximetry that is adaptable to the Ultima II Cardiopulmonary Exercise Stress Testing equipment. Project Scope: The following components are needed for the areas specified above. Item # Description/Part Number* Qty NA ECG System Upgrade 1 Salient Characteristics: Minimum Equipment Requirements ECG SYSTEM Upgrade with Pulse Oximetry by Medical Graphics EQUIVALENT TO: Mortara X-Scribe 3.0 Automatic ST segment analysis and trending on all 12 leads Superimposition comparison of current and reference complexes on both a 4x QRS, and updated 12-lead median complexes Automatic ventricular ectopic beat detection Up to 100 different exercise protocols Automatic 12-lead ECGs with prompts for manual or (optional) automated blood pressure acquisition Multiple final report formats with custom report sequence capabilities and automated narrative summary Networking and export of XML, PDF, TIFF, HL7, or DICOM reports, or receive XML, HL7, or DICOM User-defined ST measurement points Analog and TTL output Programmable and fixed protocols, procedures, and final reports Pre-test electrode check (impedance) on wireless transmitter Automated NIBP and SpO2 readings (with optional device) Various text and graphical formats Medications, notes, diagnoses, indications, and procedural comment entries RPE entry during test (Borg Scale) Source Consistency Filter (SCF) METs, maximum predicted heart rate, and target heart rate formula selection Various exercise controls with system approved treadmills, ergometers, and pharmacological studies Ability to select final report segments including summary, tabular, average beat, peak exercise, and worst-case ST summary report ST level and slope data for lead and worst-case average beat, updated continually during test Editing of final report in Review stage Paperless stress capability Ability to store and print final reports across the network Predicting health assessment based on Duke and Functional Aerobic Impairment (FAI) algorithms Must have at minimum, a one-year warranty on parts and labor. Delivery and Installation DELIVERY 1. Contractor shall deliver all equipment to: Southeast Louisiana Veterans Health Care System (SLVHCS) Medicine Service 2400 Canal St New Orleans, LA 70119 2. Deliver materials to job in manufacturer's original sealed containers with brand name marked. 3. Package to prevent damage or deterioration during shipment, handling, storage and installation Maintain protective covering in place and in good repair until removal is necessary. 5. Delivery and Installation will be coordinated through the Contracting Officer Representative or designee. REQUESTED RESPONSES: The intent of this Request for Information is to establish sources to define the procurement strategy (e.g set-aside, sole source, unrestricted) for a solicitation that VA intends to post soon. Interested contractors are requested to respond in accordance with the following: Please respond to this RFI if you can provide the name products listed in section above. In the response please cite your business size status. If you have an existing GSA or VA, Federal Supply Schedule contract, please include the contract details in your response. DISTRIBUTORS: You must provide proof that you are an authorized distributor. VA does not accept grey market items. Please respond to this RFI if you can provide supplies that may be determined EQUIVALENT to the products listed in the table in the background section above. Please provide details on the proposed EQUIVALENT products such as Manufacturer Name, Part Number, and Description. If you have an existing GSA or VA, Federal Supply Schedule contract, please include the contract details in your response. DISTRIBUTORS: You must provide proof that you are an authorized distributor. VA does not accept grey market items. Please note that VA is particularly interested in determining the availability of Small Business Manufacturers. If your company is a small business manufacturer of potentially equivalent items, please respond to this RFI. Vendors are requested to submit estimated market research pricing with their responses. The estimated pricing will be considered when determining the procurement strategy for the future solicitation. (e.g. if CO determines that capable small businesses cannot provide fair and reasonable pricing, then the solicitation will not be set-aside). Please note that if no responses to this notice are received, from either authorized distributors of the cited brand name nor from manufacturers marketing a potentially equivalent brand, then this action will be sole sourced to the manufacturer cited in the Background section above.
