Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B22Q0026 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-3. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS code is 541714, Research and Development in Biotechnology (except Nanobiotechnology), with a small business size standard of 1,000 employees and the PSC code is AA11. The Department of Agriculture (ARS) has the need for the following services: 001) Bioinformatic Analysis for Rootworms Scope of Work: The USDA-ARS Biological Control of Insects Research Laboratory (BCIRL) in Columbia, MO is requesting quotes bioinformatic analysis for Rootworms. Background: The object of this procurement is to secure the commercial service provider to complete an ongoing bioinformatic study of western corn rootworm larval Responses to corn-expressed Bt toxins. This will further and enhance current research at the USDA-ARS, Biological Control of Insects Research Laboratory in Columbia, Missouri. The bioinformatic services will accelerate progress on Objective 3 (Identify genomic structural variants and metabolites contributing to corn rootworm toxin resistance phenotypes and develop genetic markers to assess rootworm resistance) of the in-house project 5070-22000-038-00-D. Identify and characterize transcripts and splicing variants in corn rootworm larvae in response to RNAi intoxication. Identify biological pathways associated with rootworm resistance to Bt protein. Technical Requirements:� The requirements for a gene expression analysis of dietary entomotoxic protein responses of western corn rootworm larvae. From the 18 total RNA samples from western corn rootworm larvae that will be provided contractor will: Allow two free sample QC tests. Meaning if first samples do not pass our QC tests, replacements can be sent at no cost. A turnaround time of 12 working weekdays after QC report confirmation, which includes the time required to perform the bioinformatics. Paired end mRNA library preparation. Sequencing of libraries with a Q30?85%, and 6 G raw data per sample. Analyses must include sequence and analyses, including filtering reads containing adapter or low quality, cleaning, and assembly by mapping reads to the western corn rootworm genome. Gene expression quantification. Correlation analysis for biological replicates. Differential expression analysis. GO enrichment analysis of differentially expressed genes. KEGG pathway enrichment analysis of differentially expressed genes. GSEA enrichment analysis of expressed genes. Turnaround time from receipt of samples and required information: 6 weeks to complete analyses and return of data. Government Furnished: 18 total RNA samples extracted from whole larvae of western corn rootworm. Period of Performance: The contract will include a base and four option years. The start date will be the date of award. For all analysis performed under the contract, sample analysis and return of data must be provided within six (6) weeks. Key Deliverables: Base - Bioinformatic Analysis for Rootworms Option Year 1 - Bioinformatic Analysis for Rootworms Option Year 2 - Bioinformatic Analysis for Rootworms Option Year 3 - Bioinformatic Analysis for Rootworms Option Year 4 - Bioinformatic Analysis for Rootworms Delivery: The resulting data from the bioinformatic analysis is to be delivered to Kent Shelby (email: kent.shelby@usda.gov, phone: 573-882-3834) for review and acceptance. Delivery is expected to be made via a cloud-based download that include a .tar and zipped files of data and analyses with FASTQ files of the sequences as well as a variety of other analysis files in formats such as .pdf, .xml, .html, .png, and others.� Evaluation Factors:� Lowest price, technically acceptable. The government intends to award a firm-fixed price award based on the lowest price technically acceptable product. The lowest priced product will be evaluated first; if not found acceptable, the next lowest priced product will be evaluated, and so on until an acceptable product is identified. The government will not review higher priced products if the lowest priced product is determined to be technically acceptable. For a vendor�s products to be considered technically acceptable, they must meet all of the technical requirements identified in the solicitation. Submitting a Quote: To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) with a current and active registration. A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register.�Vendor must also include their DUNS# on their quote. The submission and payment of invoices on the resulting contract will be made through the Invoice Processing Platform (IPP). As such, vendors must be currently registered or register in IPP in order to be able to submit and receive payment on invoices for the resulting contract. � Offerors responding to this announcement shall submit their quote on�SF 1449�(see attached) and provide a written Quality Assurance Plan in response to the Quality Assurance Surveillance Plan provided in the attachments to the SF1449 (between the Statement of Work and FAR Provision sections). The quote should include all fees, delivery charges, and/or surcharges. This will be a tax-exempt purchase. Only electronic submissions will be accepted.
