- Description
- A modification is required to increase the ceiling of the four multiple award contracts that support the Joint Technical Coordinating Group for Munitions Effectiveness (JTCG/ME) analytical services program. The four contracts are: W91CRB-19-D-0001 (Altus, LLC), W91CRB-19-D-0002 (Applied Research Associates, Inc.), W91CRB-19-D-0003 (Joint Research and Development, Inc.), and W91CRB-19-D-0004 (Survice Engineering Company, LLC). The United States Army intends to increase the combined contracts� ceiling by $10.2 million in order to allow time for a new procurement to be completed. Changes in mission requirements have caused the contracts� ceiling to be reached much earlier than anticipated.� A Justification and Approval document will be prepared for the ceiling increase under the authority of 10 United States Code 2304(c)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements. These contracts provide:� 1) the description and vulnerability of enemy targets to various damage mechanisms associated with conventional weapons such as fragments, blast, conical shaped charges, linear shaped charges, self-forging fragments, armor piercing projectiles, high explosive projectiles and others and 2) weapon system effectiveness analysis including: methodology, computer simulation, data analyses, model verification and validation, documentation of models, systems effectiveness analyses and data base management systems. If a new company were to come in at this point, that firm would require more money and time to be able to perform the tasks.� The current contractors already have knowledge of the programs that allows them to avoid a long learning curve for this type of analytical services.� Additionally, the companies currently have the needed expertise and equipment on staff.� These services are mission-critical.� This notice of intent is not a request for information. However, all capability statements received will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses of this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for this extension.� A new competitive procurement�s solicitation for these analytical services will be released in early spring 2022.� E-mail responses to Samantha Hannah at samantha.l.hannah2.civ@army.mil and include information about experience and corporate resources to indicate capability of providing these specialized services. Responses relating to this notice must be received by 10:00 AM EST on 16 February 2022.
