- This Sources Sought Notice does NOT constitute a request for proposal or quote, and is not an invitation for bid. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests. Naval Facilities Engineering Systems Command (NAVFAC) Southwest is issuing this Sources Sought Notice for market research purposes only to determine the availability of a brand name item. NAVFAC Southwest intends to include a brand name only component, as described below, in a solicitation for a construction procurement under authority of FAR 6.302-1(c)(1), unless the results of this sources sought notification indicate otherwise. In the event that no equivalent item exists, the brand name only Justification and Approval (J&A) will be issued pursuant to FAR Part 6.302-1(c)(1), ""Only One Responsible Source and no other supplies or services will satisfy agency requirements."" The construction procurement will be issued/solicited competitively. Only that part of the project requiring the brand name component will be sole source if no other sources are able to prove an equal product. This notification serves three purposes: (1) to notify potential Offerors of the Government's intent to solicit a brand name only component under a future construction procurement; (2) to identify potential sources that can provide the brand name only item or equivalent; and (3) notification of NAVFAC's intent to include a specification for a brand name only item, if the market is unable to provide an equivalent product. SUMMARY OF REQUIREMENT: The construction procurement will include the requirement for the brand name only equipment as follows: The contractor shall supply one Survival Systems USA, Inc. Model 12000 SmartJib crane and accompanying parts. The crane will be placed and installed on a new tank deck between the Egress Training Simulators (ETSs) storage bays and the tank itself. NAVFAC Southwest is seeking responsible sources that can provide a crane that, at a minimum, meets the following salient characteristics/requirements: CONTROLS AND OPERATION: Programmable and provides redundant variable speed hoist(s) to raise and lower Egress Training Simulators (ETSs) at variable-speed rates of descent and retraction and shall be controllable by the operator. Operating Speed parameters: Slow raise/lower 3.0m/min (9.8 ft/min) Fast raise 10m/min (32.8 ft/min) Available ditching speed 19-30 m/min (62�98.4 ft/min) adjustable through operator interface Recommended ditching speed 20m/min (65.6 ft/min) Programmable integrated control system that provides primary and redundant remote control of the entire training scenario to include the ETS, lifting device(s). Fully certified by DNV with industry personnel lift guidelines, including EN 13852, API 2C, NAVFAC P-307, and DNV Rules for Certification of Lifting Appliances, The Model 12000 SmartJib� is a 24000 lbs static lift system de-rated to 12000lbs dynamic condition safe personnel working load capacity for lifting training devices in all weather conditions. Complete duality in variable frequency drive lifting mechanisms, VFDs (2), motors (2), gear boxes (2), drums (4), and cables (4). Each system is capable of independently holding and handling the load through the SmartJib� leveling block system. The crane must be capable of raising the ETS from a fully submerged status for emergency, at fast speed, from any angle without damaging any equipment, infrastructure, handling system, pool or deck. No single component failure shall result in loss of control of ATD and / or cause an inability of raising the simulator from a submerged position. Crane Safety and Risk Mitigation - Aquatics Training Device (ATD) The ATD Handling System shall be capable of delivering aquatics training in a realistic, safe, and reliable manner with proven engineered solutions to address each of the following points essential to risk mitigation: The handling system shall minimize the risk of capacity related failures; and in order to meet international guidelines for personnel lifting and handling, the handling system complete with structure, must be used at 50% of its rated capacity or less, including emergency raise and submerging cycles. The system shall minimize risk of repetitive cyclical shock and fatigue effects on structure, gear assemblies, drives, and wire ropes. [i.e., use of soft start / stop mechanisms]. The system shall minimize the risk of being unable to raise the simulator from a ditched position, including total electrical power failure, and must be designed to provide failsafe redundant safety systems such as an independent pneumatic retraction system. The system shall minimize the discharge of foreign substances or other contaminates into swimming pools which can result in public health hazards and create costly downtime and further water sanitation [i.e., exclusive use of food grade lubrication systems and corrosion resistant components where applicable]. The system shall be environmentally compliant during both transport and operation and shall not produce substances that are classified by the Environmental Protection Agency (EPA) as pollutants to air, ground, and water. The system shall minimize any risk of electrical shock to persons in an aquatic environment by meeting or exceeding existing earth ground fault personnel protection [i.e., by the use of state-of-the-art active insulation monitoring, engineer witnessed testing and periodic preventative maintenance]. Additional safety features must include: Independent motor brakes (2) Pneumatically Operated Redundant Retract System (1) Integrated Electrical Ground Fault Personnel Protection (1) Radio Remotes (2) Pendant Crane Control (1) User Friendly Operator Interface and On-Screen Guide (1) Operator Training Functional Requirements: Provide a jib crane assembly that bears on the structural pool decking and supports the trainer fuselage over the pool. The surrounding facility walls and roof structure are not built to withstand additional stresses of a trainer and shall not be used for trainer support. The jib crane shall be installed (no facility modifications required) and fastened to the jib crane foundation using an anchoring system that is best suitable for the application (e.g., expansion bolt, epoxy anchor bolt system, or equivalent, embedded SmartJib� foundation anchor bolts, base ring and accompanying hardware). Performance/Operating Requirements: Operating capacity of 12000 lbs. Gross Personnel Lift Rotation mechanism - Powered slewing with programmable travel stops c/w obstacle avoidance parameters. Load travel of 30ft nominal, and adjustable for safety in shallow depth pools. Rotation equal to 300 degrees standard (150 degrees left or right from central training position). Boom reach with operating extension of 14.8ft.� Special Design Data: Specifically designed to operate with the METS� line of products (includes the METS�, the MAET�, and the SVET, amongst others). Electrical System of the SmartJib� designed to eliminate the potential for inadvertently energizing the simulator during use. Control panel provides the operator a single control point from which they can initiate:� Normal operations� Fast Raise for simulator resetting� Emergency Raise (for emergencies with personnel inside the simulator that require an immediate air space)� Redundant Retract (for full power loss to the facility � pneumatic system can be engaged to lift the simulator out of the water)� Speeds of the system specifically engineered to ensure that no structural damage to the METS�/MAET/SVET is possible due to it being lifted out of the water � regardless of the angle the simulator happens to be at. Levelling Block� Allows for any of the situations in 3 (a-d) to occur and for the load to be evenly spread across the cables of the system� Designed for any of the situations in 3 above without the risk of birdcaging the cables. Designed with failsafes (set points � high/low) to ensure no potential for bottoming out the simulator on the pool on which it is installed and to ensure the system levelling block cannot be raised to impact the boom tip. System has ?multiple additional connecting points to ensure no single point of failure (additional strops) and to ensure minimal transverse rotation of the system during use. � All air lines integral to the operation of the METS/MAET/SVET � this includes the air lines for the operating brake � and the airlines for the Redundant Retract System (RRS) are installed in such a way to eliminate the potential for a hose snag.� Air line integration into the SmartJib control panel allows the operator a dedicated digital readout of the available operating air pressures, motor speeds, and motor status.� Operating controls are two style � pendant and walk around remote � allowing full, unobstructed view of the operating area. System utilizes a shackle to shackle connection to eliminate the potential for an open latch situation where any flotation of the METS� might result in the METS� coming off the hoist hook. INSTRUCTIONS TO INTERESTED PARTIES: Any vendor wishing to provide a crane seemingly equivalent to the Model 12000 SmartJib crane and accompanying parts must provide a copy of its brochure, a narrative, and all other technical data required to clearly identify compliance with the characteristics/requirements above. Responses to this notice shall be sent electronically to Kelli Cox, Contract Specialist, at kelli.l.cox3.civ@us.navy.mil no later than 2:00 pm (Pacific) on February 16, 2022. Hardcopy or facsimile submissions shall not be accepted or considered by the Government. Responses received after the deadline or without the required information shall not be considered by the Government. This is a market survey and notification of intent only. This is not a request to respond to a solicitation, a promise to contract, or a commitment of any kind on the part of the Government. There will be no debrief, evaluation letters, or results issued to interested parties that choose to respond. Information obtained from this Sources Sought Notice is for market research purposes to determine whether another vendor�s similar product can meet the Government�s needs, which will facilitate the decision-making process. All information received in response to this Sources Sought Notice marked or designated as proprietary information will not be released outside the Government. The Government shall not reimburse or assume any cost incurred by interested parties that respond to this notice.
