Description
The Pacific Northwest Division of Battelle Memorial Institute (Battelle), Management and Operating Contractor of the Pacific Northwest National Laboratory (PNNL), on behalf of the Department of Energy, is issuing this sources sought/expression of interest (EOI) announcement as a means of conducting market research to identify companies/contractors having interest in and the resources to provide an assortment of construction and non-construction services in support of deploying and maintaining Radiation Portal Monitors (RPMs) across the U.S. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a solicitation/request for proposals and submission of any information in response to this market survey is purely voluntary. This Sources Sought/EOI is released pursuant to FAR 5.201(e), Exchanges with Industry, and is issued for the purpose of conducting market research as described in FAR 10.002. As such, nothing in this request shall be interpreted as a commitment on the part of Battelle to enter into a contract with any respondent. Battelle assumes no financial responsibility for any costs incurred. Project Overview: Battelle, through its operation of PNNL, supports the Department of Homeland Security (DHS) Countering Weapons of Mass Destruction (CWMD) program. Battelle/PNNL provides the scientific and technical expertise needed to design, acquire, evaluate, deploy, and effectively maintain and operate large-scale radiation detection equipment (RDE). Under the CWMD program and the guidelines of the SAFE Port Act of 2006, Battelle supports the Radiation Protection Monitoring Program (RPMP) by providing the delivery and deployment of RPM systems to the U.S. Customs and Boarder Protection (CBP) in order to secure more than 300 ports of entry (POE) existing at the following four vectors: International mail and express consignment courier facilities (ECCF), Seaport terminals, International airports, and Land crossings. At this time, Battelle is actively seeking experienced contractors who are interested in performing work in support of these programs. There are numerous upcoming projects which are anticipated to vary in size, complexity, and value, ranging between $25,000 to $5,000,000 which will be awarded on an individual competitive basis. SEE ATTACHED SOURCES SOUGHT NOTICE DOCUMENT FOR FURTHER DETAILS SPECIFIC TO: DESCRIPTION OF WORK PROCUREMENT INFORMATION MISC. DETAILS Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response and capability statement by than 4:00pm Pacific Time, February 21, 2022. The response and capability statements shall be no more than a total of ten (10) pages, and no smaller than 12-point font. All responses must be emailed to Samantha.Ernst@pnnl.gov and Erika.Frederick@pnnl.gov. � At a minimum, responses to this Sources Sought/EOI shall contain the following information: Organization name, DUNS number, address, email address, web site address, and telephone number. Company's Business Size (Large or Small) and socioeconomic type (i.e., HUBZone, Service-Disabled Veteran Owned, 8(a), Woman-Owned, etc.) � Based on the following NAICS codes: 236220 �Commercial and Institutional Building Construction� with a size standard of $39.5 Million. 238910 �Site Preparation Contractors� with a size standard of $16.5 Million. Note: If future requirements are set-aside, FAR 52.219-14 Limitations on Subcontracting will apply. Specific to construction, the clause requires that the concern perform at least 15 percent (15%) of the contract price, not including the cost of materials, with its own employees. Statement of interest in attending a virtual industry day/bidders briefing presentation where Battelle will provide a more detailed overview of the project and additional project related information to interested potential offerors. If interested, please provide email addresses for those who would like to be invited to attend. �Note: The time of the virtual meeting is TBD but anticipated to take place February 25th. Once finalized, a notice with details will be sent to companies who provided an affirmative statement of interest. Statement of project area(s) of focus: Deployments {Construction - DBA}, Booth Replacements {Construction - DBA}, and/or Decommissioning {Construction-like � SCA} Companies interested in performing construction services (must provide the following: Bonding Capability in the form of a letter from surety. Bid bonds are required for construction projects greater than $25,000 and must be at least 20% of proposed/bid price. Performance and payment bonds are required for construction projects greater than $100,000 and shall be for 100% of the contract price. List of States in which your Company is licensed/registered to work and what specific license type(s) or classification(s) are held in each state. If possible, include license/registration numbers. Documentation of Company�s Experience Modification Rate (EMR) for the past 3 years. Tailored capability, qualification, and experience statements addressing the particulars of this effort which includes but is not limited to: A detailed description of no more than three (3) contracts that your company has performed within the last five (5) years that showcase your qualifications and experience in performing similar work. Include the project name, project owner and contact information (this person may be contacted for further information), project scope, project size, project dollar value, and start and completion dates. Describe specific technical skills and key personnel your company possess to perform the requirements described under description of work. Describe your �Self-Performed� effort (as either a Prime or Subcontractor). Describe Self-Performed work in terms of dollar value and description. **Self-Performed means work performed by the respondent themselves, NOT work performed by another company for them for any of the project examples provided. Describe your company�s familiarity and experience with projects/contracts requiring applicability and compliance with Construction Wage Rate Requirements (formerly Davis Bacon) and Service Contract Labor Standards (formerly Service Contract Act). Not responding to this announcement does not preclude participation in any future solicitation(s), should any be issued.
