Description
Notice of Intent This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to award a purchase order to The Pennsylvania State University, University Park, PA for lab analysis as described in the attached Statement of Work. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. The Pennsylvania State University is, to the USGS' knowledge, the only source who can perform the necessary analyses in the required timeframe. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 541380, Testing Laboratories. Responses or inquiries shall only be accepted through electronic mail addressed to dallan-loucks@usgs.gov and must be uploaded and received in their entirety no later than 02/11/2022 1500 ES. Responses submitted by hardcopy shall not be accepted or considered. U.S. Geological Survey California Water Science Center, San Diego Projects Office Statement of Work I. GENERAL INFORMATION A. Introduction The U.S. Geological Survey (USGS) requires analysis of strontium isotopes in water. B. Background The USGS California Water Science Center (CAWSC) has typically used the USGS Trace Metals Laboratory in Menlo Park, CA to analyze strontium isotopes in water samples. This is a specialized analysis that relatively few laboratories can perform. The Trace Metals Laboratory suddenly and unexpectedly shut down on December 1, 2021, leaving some projects unable to complete the analysis within the timeframe required in the existing joint project with the California Department of Toxic Substances Control. C. Scope Analyze up to 87 environmental water samples for strontium isotopes. Provide internal laboratory quality control sample results. II. WORK REQUIREMENTS A. Technical Requirements. 1. Analyze strontium isotopes in water samples. Laboratory must provide good quality sample measurements in a timely fashion, so the project is able to meet deadlines as required by the project. 2. Laboratory quality control sample results will be analyzed by USGS staff to ensure environmental sample measurements are of good quality. B. Deliverables. 1. Up to 87 strontium isotopes measurements and associated quality control sample results. 2. Sample results to be delivered in an electronic data format between four and six weeks after the laboratory has received the samples. III. SUPPORTING INFORMATION A.
