Description
It is the intent of the National Library of Medicine on behalf of the NIH Office of the Director, Office of the Chief Information Office, to award a sole source procurement to Mandiant, Inc. for the continued acquisition of commercially available critical ongoing Cybersecurity Incident Response Support compliance solutions software products and professional support services. The sole source Purchase Order will provide continued assistance to the National Institutes of Health (NIH) in complying as best practice with the federal requirements of Incident Response as defined in the National Institutes of Standards and Technology (NIST) Special Publication 800-61.� Continued use of professional support services will enable NIH to meet its incident reporting requirements, in compliance with guidance established by NIST Cybersecurity Framework functions such as (Identify, Protect, Detect, Respond, and Recover).� NIST defines the framework core on its official website as a set of cybersecurity activities, desired outcomes, and applicable information references common across critical infrastructure sectors. The objective of the purchase order (PO) is to acquire continued Cyber Security professional support Services, that integrates, standardizes, and enhances the existing governance, Incident Response (IR) processes, and enables NIH to meet the complex and evolving requirements of Incident Response. Mandiant, Inc. has provided Cybersecurity Incident Response professional support services to NIH as a sub-contractor under Guidehouse contract number HHSN316201200040W/75N97020F00001 (the prime) on a non-competitive basis to NIH since 12/16/2020. NIH has a significant need for a Cyber Security Reporting Purchase Order for continued support from Mandiant, Inc. to finalize its reporting without an interruption in service that may impact the NIH mission. Mandiant, Inc. has been determined to be the only known source that can fulfill this requirement by providing all the response functions such as Network Security, Cybersecurity support, Incident Reporting, Training, and Professional Services vital to NIH�s continued compliance with NIST response guidance. The sole source PO will consist of an �estimated� twelve (12) month period. This is a Request for Quotations (RFQ) pre-solicitation notice.� Companies interested in responding to this notice of pre-solicitation award must submit their capabilities and product meeting the specification stated above.� Interested parties must submit information to the following point of contact:� Mr. Mohamed Abdelghany, Contract Specialist.� Mohamed.abdelghany@nih.gov Electronic responses are excepted.� Questions and additional information must be submitted via email messages.� Phone calls are not acceptable.
