- The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to acquire, via sole source acquisition, Improvement Support Services for the Office of the Vice Chief of Naval Operations (VCNO), as represented by OPNAV N09. The Navy is on a journey to improve its status quo performance in execution and innovation to achieve the vision and objectives in the Chief of Naval Operations� (CNO) Navigation Plan (NAVPLAN), and in other key areas including but not limited to safety and shipyards.� There is a need to improve the Navy�s existing operating systems, processes, and culture because they do not sufficiently enable continuous performance improvement and innovation. As a result, the Navy has a requirement to learn best practices in performance improvement, growth, and innovation from an organization that has demonstrated the long-term (i.e., decades) ability to deliver highly successful performance improvement and growth outcomes as a result of internal systems, processes, and � most importantly - culture. The services to be acquired under the resultant contract will fall into these three (3) areas: 1) Education and Training:� The Navy requires support developing and executing internal education and training programs for its personnel to teach performance improvement and growth best practices, including processes, tools, and cultural elements that will reinforce outcome achievement.�� The Navy also requires the ability to send its people to external courses to learn best practices from experienced practitioners so that they can apply practical knowledge to Navy problems. 2) Implementation Materials:� The Navy requires feedback from expert practitioners on the effectiveness of implementation materials that it creates. These materials include playbooks, which are tested, refined, and recommended collections of methods, procedures, tools, and/or approaches to achieve certain outcomes and/or perform certain functions related to performance improvement and growth. The Navy requires assistance to learn how to practically and effectively implement playbooks at both enterprise and local levels. 3) Mentorship on Navy Problems:� The Navy requires coaching and mentorship for Navy leaders from experts who have experience successfully implementing processes, tools, and cultural elements related to performance improvement and growth.� This includes the ability to learn from leaders who have extensive experience implementing performance improvement and growth at both the executive and execution levels.� This will enable the Navy to understand best practices for how to structure and implement organic culture and systems that enable sustained performance improvement, and how to lead people and manage change as part of that journey. Coaching and mentorship may also take the form of experts observing and giving feedback to Navy leaders as they apply performance improvement and growth best practices to Navy problems, and/or Navy leaders observing first hand best practices applied in the expert organization�s context. It is the intent of the Government to process this procurement under FAR Subpart 13.5 and to ultimately award a firm fixed priced (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) contract on a sole source basis as a result of the forthcoming solicitation. Performance is anticipated to begin on 15 April 2022. The applicable NAICS is 541611. This notice of intent is not a request for quotes � however, the Government will consider information received by the specified response date. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement based on responses received is solely within the discretion of the Government, and will not pay for information submitted in response to this notice.�
