PRE-SOLICITATION NOTICE Solicitation Number: 36C78622B0005 Project Number: 809-MM22-001 Description: Admin Bldg Simulated Slate Roof, Replace & Demo Pole Barn, FCA Deficiencies, Danville National Cemetery This notice is provided for information purposes only and does not constitute a request for Bid, Proposal, or Quote. The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) intends to issue solicitation, number 36C78622B0005 entitled, Admin Bldg Simulated Slate Roof, Replace & Demo Pole Barn, FCA Deficiencies, Danville National Cemetery on or about February 18, 2022, unless additional notice is given, or this notice is modified or cancelled. THIS OPPORTUNITY SHALL BE FOR A 100% SET ASIDE FOR SERVICE-DISABLED VETERAN OWNED SMALL BUSINESSES (SDVOSB) ONLY. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is restricted to SDVOSB construction firms. The Contractor shall provide all Management, Supervision, Labor, Material, Parts and Equipment necessary for Restoration Improvements to the Danville National Cemetery Administration Building and the Demolition of the Pole Barn. The work shall include, but will not be limited to, Administration Building: Replace faux slate roof, Other Areas: Demo Pole Barn behind Admin building, replace 2 exterior receptacles with 2-GFCI duplex receptacles, all at the Danville National Cemetery, Danville, IL and certain other items and specific tasks as will be further defined and described in accordance with the Government s Statement of Work, Specifications and Drawings. The anticipated contract Period of Performance will be two hundred and thirty-five (135) calendar days after issuance of the Government s Notice to Proceed (NTP). The North American Industry Classification System (NAICS) code for this procurement is 236220 Commercial and Institutional Building Construction and the business size standard is $36.5 Million. The Product Service Code (PSC) for this procurement is Y1AZ Construction of Other Administrative Facilities and Service Buildings. Per FAR 36.204, The magnitude of construction for this project is between $250,000 and $500,000. The full Solicitation, Specifications and Drawings will be posted on Contract Opportunities on/about February 18, 2022, unless additional notice is given, or this notice is modified or cancelled at www.beta.sam.gov . The acquisition type for this solicitation will be an Invitation for Bid (IFB). The IFB will utilize the Electronic Bid Delivery/Opening process. There will be no bids mailed, email, USP, FedDex, or otherwise stated, with the exception all prospective bids MUST BE SUBMITTED via the Government Vendor Portal weblink: https://www.vendorportal.ecms.va.gov. Interested Bidders Must Register on the Website before Submission/Bid Due Date. Interested Bidders are responsible for monitoring and downloading any Amendments from Beta.SAM.gov website which may be issued to this solicitation. Official Site Visit: The area of concern will be addressed in more detail in the upcoming issuance of Invitation for Bid (IFB). Interested bidders will be required to furnish a Bid Bond; and the awarded Contractor will be required to provide Performance and Payment Bonds. As noted, this procurement is 100% Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified in the following websites: those desiring to receive an award from this solicitation must be registered at www.vetbiz.gov. Companies must have the Certified Veteran Enterprise (CVE) seal on their registration to be considered for an award. The VIP database will be checked both upon receipt of an offer and prior to award; firms must be currently registered in the System for Award Management (SAM) database at Beta.SAM.gov and have completed online Representations and Certifications prior to contract award. Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered. (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) In accordance with VAAR 819.7003(b), at the time of submission of bids, and prior to award of any contracts, the offeror must represent to the CO that it is (1) SDVOSB eligible under VAAR Subpart 819.70; (2) Small business concern under the NAICS code assigned to this acquisition; and (3) SDVOSB listed as verified in VIP database at: https://www.vip.vetbiz.gov. Interested bidders must register on the Beta.SAM.gov website for the solicitation. In order to receive e-mail notification of amendments, you must register at Beta.SAM.gov. Amendments to this solicitation will not be mailed but will be posted at the Beta.SAM.gov Contract Opportunities website. Interested bidders are responsible for obtaining solicitation from the Beta.SAM.gov Contract Opportunities website and acknowledging any and all Amendment(s) issued for the solicitation. No other information regarding Statement of Work, Scope, Dates, etc. will be available until issuance of the Solicitation.
