Description
The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS) Plant Protection and Quarantine (PPQ) Asian Long-horned Beetle (ALB) eradication program intends to contract for ground and tree climbing surveys for the detection of ALB in Worcester County, Massachusetts. The survey requires surveyors to thoroughly inspect host trees for signs of ALB infestation on public and private property. PURPOSE AND OBJECTIVES: The primary objective of issuing this sources sought notice is to seek information from vendors with the capability and experience of providing: Ground, tree climbing and hybrid surveys to detect insect damage or habitation, specifically, ALB infested trees and identify all applicable host trees within and outside of a regulated boundary area in an orderly manner. Supply all necessary resources, including experienced surveyor personnel in insect surveys. Materials required for surveying include, but are not limited to, binoculars, DBH tapes, flagging, tree paint and other supplies as specified by the program), transportation (at least one vehicle per three surveyors) of said surveyors to and from the designated work sites, insurance, licenses, state bonding, permits, fees, tolls, general and administrative expenses, and other such costs required to perform the services. Record all inspections on electronic devices Coordinate survey efforts with multiple survey crews at any given time CAPABILITIES: Please provide a description of your company�s capability to fulfill and adhere to the above service. The estimated magnitude for this project is $13 million.� The North American Industry Classification System (NAICS) code is 115310 with a small business size standard of $8 million. This is not a request for proposals, but instead market research to determine interested vendors prior to issuing a solicitation.� A determination by the Government on the method of competing this requirement has not been established.� The Government will not award a contract based on this Sources Sought Notice or the information received, nor will it reimburse participants for the information they provide.� If you are an interested vendor, please provide the following information: 1) Small business name and point of contact; 2) DUNS number and CAGE code; 3) Business Size; and 4). A brief Statement of Capability (no more than three pages) which demonstrates the ability to meet the specialized work requirements above.� Include any past performance information on contracts of similar size and scope and indicate the degree of work self-performed.� Also include past performance references with names and phone numbers.� Electronic responses are required.� Information provided will not be used as a part of any subsequent solicitation requirement.� Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature.� A determination by the Government not to compete this proposed contract action based on this notice is solely within the discretion of the Government.� Responses are due no later than 3 p.m., Central Standard Time, on Tuesday, March 1, 2022, to the attention of Katie Maloney, Contracting Trainee, and Leah Schultz, Contracting Officer, via e-mail to katie.maloney@usda.gov and leah.h.schultz@usda.gov.
